SYNOPSIS AS INTRODUCED:
 
525 ILCS 10/3  from Ch. 5, par. 933

    Amends the Illinois Exotic Weed Act. Provides that The Director of Natural Resources shall, as needed, report to the Governor and the General Assembly on changes to be made to this Section, both to remove plants that the Director has determined by rule not to be exotic weeds, and to add exotic weeds to the list contained in this Section.

1    AN ACT concerning conservation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Exotic Weed Act is amended by
5changing Section 3 as follows:
 
6    (525 ILCS 10/3)  (from Ch. 5, par. 933)
7    Sec. 3. Designated exotic weeds. Japanese honeysuckle
8(Lonicera japonica), multiflora rose (Rosa multiflora), purple
9loosestrife (Lythrum salicaria), common buckthorn (Rhamnus
10cathartica), glossy buckthorn (Rhamnus frangula), saw-toothed
11buckthorn (Rhamnus arguta), dahurian buckthorn (Rhamnus
12davurica), Japanese buckthorn (Rhamnus japonica), Chinese
13buckthorn (Rhamnus utilis), kudzu (Pueraria lobata), exotic
14bush honeysuckles (Lonicera maackii, Lonicera tatarica,
15Lonicera morrowii, and Lonicera fragrantissima), exotic olives
16(Elaeagnus umbellata, Elaeagnus pungens, Elaeagnus
17angustifolia), salt cedar (all members of the Tamarix genus),
18poison hemlock (Conium maculatum), giant hogweed (Heracleum
19mantegazzianum), Oriental bittersweet (Celastrus orbiculatus),
20and lesser celandine (Ficaria verna), teasel (all members of
21the Dipsacus genus), and Japanese, giant, and Bohemian knotweed
22(Fallopia japonica, syn. Polygonum cuspidatum; Fallopia
23sachalinensis; and Fallopia x bohemica, resp.) are hereby

1designated exotic weeds. Upon petition the Director of Natural
2Resources, by rule, shall exempt varieties of any species
3listed in this Act that can be demonstrated by published or
4current research not to be an exotic weed as defined in Section
52. The Director of Natural Resources shall, as needed, report
6to the Governor and the General Assembly on changes to be made
7to this Section, both to remove plants that the Director has
8determined by rule not to be exotic weeds, and to add exotic
9weeds to the list contained in this Section.
