SYNOPSIS AS INTRODUCED:
 
55 ILCS 5/4-11001.5 new

    Amends the Counties Code. Creates the Lake County Children's Advocacy Center Pilot Program. Provides that under the pilot program, which begins January 1, 2017 and ends December 31, 2018, any grand or petit juror in Lake County may elect to have his or her juror fees donated to the Lake County Children's Advocacy Center. Provides that the Lake County board shall create rules and policies concerning the pilot program and report yearly to the General Assembly and Governor on the pilot program. Further provides that the Section will be repealed on December 31, 2019. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by adding Section
54-11001.5 as follows:
 
6    (55 ILCS 5/4-11001.5 new)
7    Sec. 4-11001.5. Lake County Children's Advocacy Center
8Pilot Program.
9    (a) The Lake County Children's Advocacy Center Pilot
10Program is established. Under the Pilot Program, any grand
11juror or petit juror in Lake County may elect to have his or
12her juror fees earned under Section 4-11001 of this Code to be
13donated to the Lake County Children's Advocacy Center, a
14division of the Lake County State's Attorney's office.
15    (b) On or before January 1, 2017, the Lake County board
16shall adopt, by ordinance or resolution, rules and policies
17governing and effectuating the ability of jurors to donate
18their juror fees to the Lake County Children's Advocacy Center
19beginning January 1, 2017 and ending December 31, 2018. At a
20minimum, the rules and policies must provide:
21        (1) for a form that a juror may fill out to elect to
22    donate their juror fees. The form must contain a statement,
23    in at least 14-point bold type, that donation of juror fees

1    is optional;
2        (2) that all monies donated by jurors shall be
3    transferred by the county to the Lake County Children's
4    Advocacy Center at the same time a juror is paid under
5    Section 4-11001 of this Code who did not elect to donate
6    their juror fees; and
7        (3) that all juror fees donated under this Section
8    shall be used exclusively for the operation of Lake County
9    Children's Advocacy Center.
10    (c) The following information shall be reported to the
11General Assembly and the Governor by the Lake County board
12after each calendar year of the Pilot Program on or before
13March 31, 2018 and March 31, 2019:
14        (1) the number of grand and petit jurors who earned
15    fees under Section 4-11001 of this Code during the previous
16    calendar year;
17        (2) the number of grand and petit jurors who donated
18    fees under this Section during the previous calendar year;
19        (3) the amount of donated fees under this Section
20    during the previous calendar year;
21        (4) how the monies donated in the previous calendar
22    year were used by the Lake County Children's Advocacy
23    Center; and
24        (5) how much cost there was incurred by Lake County and
25    the Lake County State's Attorney's office in the previous
26    calendar in in implementing the Pilot Program.

1    (d) This Section is repealed on December 31, 2019.
 
2    Section 99. Effective date. This Act takes effect upon
3becoming law.
