AMENDMENT TO SENATE BILL 2994

2    AMENDMENT NO. ______. Amend Senate Bill 2994 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Counties Code is amended by adding Section
55-44060 as follows:
 
6    (55 ILCS 5/5-44060 new)
7    Sec. 5-44060. County report on appointment of local public
8entities.
9    (a) As used in this Section, "local public entity" shall
10mean any unit of local government, special district, or other
11governing body whose membership is appointed in whole or in
12part by the county board, board of county commissioners, county
13board chairman or president, or county executive.
14    (b) On or before January 1, 2017, the county board or board
15of county commissioners of each county shall prepare and file a
16report with the General Assembly identifying any local public

1entity that the county board, board of county commissioners,
2county board chairman or president, or county executive
3appoints members to. The report shall include, but is not
4limited to, the following concerning each local public entity:
5(1) the legal name of the local public entity; (2) the
6principal place of business of the local public entity; (3) a
7description of the services the local public entity provides;
8(4) the total numbers of members of the local public entity's
9governing board, with an indication of any other authorities
10that also make appointments to that public entity; (5) the
11process by which the local public entity was first created; (6)
12an identification of any plans for consolidation or dissolution
13of the local public entity; (7) an indication of whether or not
14the local public entity levies a property tax; and (8) if there
15is no property tax levy, an explanation of how the local public
16entity is funded.
17    (c) This Section is repealed on January 1, 2018.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.".
