SYNOPSIS AS INTRODUCED:
 
55 ILCS 5/5-44060 new

    Amends the Counties Code. Provides that on or before January 1, 2017, every county shall prepare a report for the General Assembling recommending units of local government (not including school districts or units of local government with elected boards) that may be consolidated or dissolved within the county. Repeals these provisions on January 1, 2018. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by adding Section
55-44060 as follows:
 
6    (55 ILCS 5/5-44060 new)
7    Sec. 5-44060. Local government consolidation and
8dissolution report.
9    (a) As used in this Section, "unit of local government" has
10the same meaning as defined in Section 1 of Article VII of the
11Constitution of the State of Illinois but does not include any
12unit of local government whose governing board is elected by
13popular vote or school districts.
14    (b) On or before January 1, 2017, the county board or board
15of commissioners of each county shall prepare and file a report
16with the General Assembly with the board's recommendations as
17to which units of local government, fully or partly in their
18county, should be consolidated or dissolved. The report shall
19include, but is not limited to, each of the following
20concerning each unit of local government that the board is
21recommending to be consolidated or dissolved: (1) the name of
22the unit of local government; (2) the principal place of
23business of the unit of local government; (3) what types of

1services the unit of local government provides; (4) why the
2board believes the unit of local government should be
3consolidated or dissolved; and (5) a recommendation on how the
4unit of local government should be consolidated or dissolved.
5    (c) This Section is repealed on January 1, 2018.
 
6    Section 99. Effective date. This Act takes effect upon
7becoming law.
