Amends the Counties Code. Provides that on or before January 1, 2017, every county shall prepare a report for the General Assembling recommending units of local government (not including school districts or units of local government with elected boards) that may be consolidated or dissolved within the county. Repeals these provisions on January 1, 2018. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Counties Code is amended by adding Section |
| 5 | | 5-44060 as follows:
|
| 6 | | (55 ILCS 5/5-44060 new) |
| 7 | | Sec. 5-44060. Local government consolidation and |
| 8 | | dissolution report. |
| 9 | | (a) As used in this Section, "unit of local government" has |
| 10 | | the same meaning as defined in Section 1 of Article VII of the |
| 11 | | Constitution of the State of Illinois but does not include any |
| 12 | | unit of local government whose governing board is elected by |
| 13 | | popular vote or school districts. |
| 14 | | (b) On or before January 1, 2017, the county board or board |
| 15 | | of commissioners of each county shall prepare and file a report |
| 16 | | with the General Assembly with the board's recommendations as |
| 17 | | to which units of local government, fully or partly in their |
| 18 | | county, should be consolidated or dissolved. The report shall |
| 19 | | include, but is not limited to, each of the following |
| 20 | | concerning each unit of local government that the board is |
| 21 | | recommending to be consolidated or dissolved: (1) the name of |
| 22 | | the unit of local government; (2) the principal place of |
| 23 | | business of the unit of local government; (3) what types of |
