1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-697 as follows:
 
6    (625 ILCS 5/3-697)
7    Sec. 3-697. Chicago Police Memorial Foundation license
8plates.
9    (a) The Secretary, upon receipt of all applicable fees and
10applications made in the form prescribed by the Secretary, may
11issue special registration plates designated as Chicago Police
12Memorial Foundation license plates to active or retired law
13enforcement officers and their family members, surviving
14family members of deceased law enforcement officers, and
15members of or donors to the Chicago Police Memorial Foundation.
16    The special plates issued under this Section shall be
17affixed only to passenger vehicles of the first division or
18motor vehicles of the second division weighing not more than
198,000 pounds.
20    Plates issued under this Section shall expire according to
21the multi-year procedure established by Section 3-414.1 of this
22Code.
23    (b) The design and color of the plates is wholly within the

1discretion of the Secretary. The Secretary may allow the plates
2to be issued as vanity plates or personalized under Section
33-405.1 of the Code. Appropriate documentation, as determined
4by the Secretary, shall accompany each application. The
5Secretary shall prescribe stickers or decals as provided under
6Section 3-412 of this Code. The Secretary must make a version
7of the special registration plates authorized under this
8Section in a form appropriate for motorcycles.
9    (c) An applicant for the special plate shall be charged a
10$25 fee for original issuance in addition to the appropriate
11registration fee. Of this fee, $10 shall be deposited into the
12Chicago Police Memorial Foundation Fund and $15 shall be
13deposited into the Secretary of State Special License Plate
14Fund, to be used by the Secretary to help defray the
15administrative processing costs.
16    For each registration renewal period, a $25 fee, in
17addition to the appropriate registration fee, shall be charged.
18Of this fee, $23 shall be deposited into the Chicago Police
19Memorial Foundation Fund and $2 shall be deposited into the
20Secretary of State Special License Plate Fund.
21    (d) The Chicago Police Memorial Foundation Fund is created
22as a special fund in the State treasury. All moneys in the
23Chicago Police Memorial Foundation Fund shall be paid, subject
24to appropriation by the General Assembly and approval by the
25Secretary, as grants to the Chicago Police Memorial Foundation
26for maintenance of a memorial and park, holding an annual

1memorial commemoration, giving scholarships to children of
2police officers killed or catastrophically injured in the line
3of duty, providing financial assistance to police officers and
4their families when a police officer is killed or injured in
5the line of duty, and paying the insurance premiums for police
6officers who are terminally ill.
