SYNOPSIS AS INTRODUCED:

105 ILCS 25/1.20 new

    Amends the School Code and the Interscholastic Athletic Organization Act. Provides that provisions allowing part-time attendance in the regular education program of a school district by pupils enrolled in nonpublic schools shall include allowing resident pupils who are enrolled in nonpublic schools to participate in those school-sponsored or school-supported athletic or extracurricular activities that are not selective with respect to who may join or participate. Requires an association or other entity that has as one of its purposes promoting, sponsoring, regulating, or in any manner providing for interscholastic athletics or any form of athletic competition among elementary or secondary schools and students within this State to report, on or before July 1, 2016, to the General Assembly on the association's or entity's efforts to communicate its rules to public and nonpublic schools in this State. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
510-20.24 as follows:
 
6    (105 ILCS 5/10-20.24)  (from Ch. 122, par. 10-20.24)
7    Sec. 10-20.24. Part-time Attendance. To accept in
8part-time attendance in the regular education program of the
9district pupils enrolled in nonpublic schools if there is
10sufficient space in the public school desired to be attended.
11For the purposes of this Section, allowing part-time attendance
12in the regular education program of the district shall include
13allowing resident pupils who are enrolled in nonpublic schools
14to participate in those school-sponsored or school-supported
15athletic or extracurricular activities that are not selective
16with respect to who may join or participate. Request for
17attendance in the following school year must be submitted by
18the nonpublic school principal to the public school before May
191. Request may be made only to those public schools located in
20the district where the child attending the nonpublic school
21resides.
22    To accept, pursuant to the provisions of Section 14-6.01,
23in part-time attendance resident pupils of the types described

1in Sections 14-1.02 through 14-1.07 who are enrolled in
2nonpublic schools.

4    Section 10. The Interscholastic Athletic Organization Act
5is amended by adding Section 1.20 as follows:
 
6    (105 ILCS 25/1.20 new)
7    Sec. 1.20. Reporting on communication with schools.
8    (a) On or before July 1, 2016, an association or other
9entity that has as one of its purposes promoting, sponsoring,
10regulating, or in any manner providing for interscholastic
11athletics or any form of athletic competition among elementary
12or secondary schools and students within this State shall
13report to the General Assembly on the association's or entity's
14efforts to communicate its rules to public and nonpublic
15schools in this State.
16    (b) This Section is repealed on July 1, 2017.
 
17    Section 99. Effective date. This Act takes effect upon
18becoming law.
