1 | | 2605-480 of the Department of State Police Law, shall serve as |
2 | | the task force for the Endangered Missing Person Advisory. The |
3 | | AMBER Plan Task Force shall monitor and review the |
4 | | implementation and operation of the regional system developed |
5 | | under subsection (a), including procedures, budgetary |
6 | | requirements, and response protocols. The AMBER Plan Task Force |
7 | | shall also develop additional network resources for use in the |
8 | | system. |
9 | | (c) The Department of State Police, in coordination with |
10 | | the Illinois Department on Aging, shall develop and implement a |
11 | | community outreach program to promote awareness among the |
12 | | State's healthcare facilities, nursing homes, assisted living |
13 | | facilities, and other senior centers. The guidelines and |
14 | | procedures shall ensure that specific health information about |
15 | | the missing person is not made public through the alert or |
16 | | otherwise. |
17 | | (d) The Child Safety Coordinator, created under Section |
18 | | 2605-480 of the Department of State Police Law, shall act in |
19 | | the dual capacity of Child Safety Coordinator and Endangered |
20 | | Missing Person Coordinator. The Coordinator shall assist in the |
21 | | establishment of State standards and monitor the availability |
22 | | of federal funding that may become available to further the |
23 | | objectives of the Endangered Missing Person Advisory. The |
24 | | Department shall provide technical assistance for the |
25 | | Coordinator from its existing resources.

26 | | (e)(1) The Department of State Police, in cooperation with |

1 | | the Silver Search Task Force, shall develop as part of the |
2 | | Endangered Missing Person Advisory a coordinated statewide |
3 | | awareness program and toolkit to be used when a person 21 years |
4 | | of age or older who is believed to have Alzheimer's disease, |
5 | | other related dementia, or other dementia-like cognitive |
6 | | impairment is reported missing, which shall be referred to as |
7 | | Silver Search. |
8 | | (2)
The Department shall complete development and |
9 | | deployment of the Silver Search Awareness Program and toolkit |
10 | | on or before July 1, 2017. |
11 | | (3)
The Department of State Police shall establish a Silver |
12 | | Search Task Force within 90 days after the effective date of |
13 | | this amendatory Act of the 99th General Assembly to assist the |
14 | | Department in development and deployment of the Silver Search |
15 | | Awareness Program and toolkit. The Task Force shall establish |
16 | | the criteria and create a toolkit, which may include usage of |
17 | | Department of Transportation signs, under Section 2705-505.6 |
18 | | of the Department of Transportation Law of the Civil |
19 | | Administrative Code of Illinois. The Task Force shall monitor |
20 | | and review the implementation and operation of that program, |
21 | | including procedures, budgetary requirements, standards, and |
22 | | minimum requirements for the training of law enforcement |
23 | | personnel on how to interact appropriately and effectively with |
24 | | individuals that suffer from Alzheimer's disease, other |
25 | | dementia, or other dementia-like cognitive impairment. The |
26 | | Task Force shall also develop additional network and financial |

1 | | resources for use in the system. The Task Force shall include, |
2 | | but is not limited to, one representative from each of the |
3 | | following: |
4 | | (A) the Department of State Police; |
5 | | (B) the Department on Aging; |
6 | | (C) the Department of Public Health; |
7 | | (D) the Illinois Law Enforcement Training Standards |
8 | | Board; |
9 | | (E) the Illinois Emergency Management Agency; |
10 | | (F) the Secretary of State; |
11 | | (G) the Department of Transportation; |
12 | | (H) the Department of the Lottery; |
13 | | (I) the Illinois Toll Highway Authority; |
14 | | (J) the Alzheimer's Association; |
15 | | (K) AARP of Illinois; |
16 | | (L) Illinois Area Agencies on Aging; |
17 | | (M) the Illinois Sheriffs' Association; |
18 | | (N) the Illinois Association of Chiefs of Police; |
19 | | (O) the Illinois Press Association; |
20 | | (P) the Illinois Broadcasters Association; |
21 | | (Q) a member of a large wireless telephone carrier; and |
22 | | (R) a member of a small wireless telephone carrier. |
23 | | The members of the Task Force designated in subparagraphs |
24 | | (A) through (I) of this paragraph (3) shall be appointed by the |
25 | | head of the respective agency. The members of the Task Force |
26 | | designated in subparagraphs (J) through (R) of this paragraph |

1 | | (3) shall be appointed by the Director of State Police. The |
2 | | Director of State Police or his or her designee shall serve as |
3 | | Chair of the Task Force. |
4 | | The Task Force shall meet at least twice a year and shall |
5 | | provide a report on the operations of the Silver Search Program |
6 | | to the General Assembly and the Governor each year by June 30. |

Subject to appropriation, the Department of State |
8 | | Police, in coordination with the Department on Aging and the |
9 | | Silver Search Task Force, shall develop and implement a |
10 | | community outreach program to promote awareness of the Silver |
11 | | Search Program as part of the Endangered Missing Person |
12 | | Advisory among law enforcement agencies, the State's |
13 | | healthcare facilities, nursing homes, assisted living |
14 | | facilities, other senior centers, and the general population on |
15 | | or before January 1, 2017. |

18 | | Administrative Code of Illinois, shall act in the capacity of |

13 | | persons who are believed to be high risk, missing persons with |
14 | | Alzheimer's disease, other related dementia, or other |
15 | | dementia-like cognitive impairment, as allowed by federal |
16 | | guidelines. |
17 | | Section 15. The Illinois Police Training Act is amended by |
18 | | changing Section 10.10 as follows:

10 | | statewide Alzheimer's disease, other related dementia, or |
11 | | other dementia-like cognitive impairment coordinated Silver |
12 | | Search Awareness Program and toolkit developed under Section |
13 | | 2605-485 of the Department of State Police Law of the Civil |
14 | | Administrative Code of Illinois. The Board shall adopt written |
15 | | protocols and guidelines for the handling of missing persons |
16 | | cases involving Alzheimer's disease, other related dementia, |
17 | | or other dementia-like cognitive impairment based upon |
18 | | protocols developed by the Silver Search Task Force in |
19 | | conjunction with the Department of State Police on or before |
20 | | July 1, 2016. |
