AMENDMENT TO SENATE BILL 1684

2    AMENDMENT NO. ______. Amend Senate Bill 1684 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Public Health Powers and
5Duties Law of the Civil Administrative Code of Illinois is
6amended by adding Sections 2310-676 and 2310-677 as follows:
 
7    (20 ILCS 2310/2310-676 new)
8    Sec. 2310-676. Advisory council on pediatric autoimmune
9neuropsychiatric disorder associated with streptococcal
10infections and pediatric acute neuropsychiatric syndrome.
11    (a) There is established an advisory council on pediatric
12autoimmune neuropsychiatric disorder associated with
13streptococcal infections and pediatric acute neuropsychiatric
14syndrome to advise the Director of Public Health on research,
15diagnosis, treatment, and education relating to the disorder
16and syndrome.

1    (b) The advisory council shall consist of the following
2members, who shall be appointed by the Director of Public
3Health within 60 days after the effective date of this
4amendatory Act of the 99th General Assembly:
5        (1) An immunologist licensed and practicing in this
6    State who has experience treating persons with pediatric
7    autoimmune neuropsychiatric disorder associated with
8    streptococcal infections and pediatric acute
9    neuropsychiatric syndrome and the use of intravenous
10    immunoglobulin.
11        (2) A health care provider licensed and practicing in
12    this State who has expertise in treating persons with
13    pediatric autoimmune neuropsychiatric disorder associated
14    with streptococcal infections and pediatric acute
15    neuropsychiatric syndrome and autism.
16        (3) A representative of PANDAS/PANS Advocacy &
17    Support.
18        (4) An osteopathic physician licensed and practicing
19    in this State who has experience treating persons with
20    pediatric autoimmune neuropsychiatric disorder associated
21    with streptococcal infections and pediatric acute
22    neuropsychiatric syndrome.
23        (5) A medical researcher with experience conducting
24    research concerning pediatric autoimmune neuropsychiatric
25    disorder associated with streptococcal infections,
26    pediatric acute neuropsychiatric syndrome,

1    obsessive-compulsive disorder, tic disorder, and other
2    neurological disorders.
3        (6) A certified dietitian-nutritionist practicing in
4    this State who provides services to children with autism
5    spectrum disorder, attention-deficit hyperactivity
6    disorder, and other neuro-developmental conditions.
7        (7) A representative of a professional organization in
8    this State for school psychologists.
9        (8) A child psychiatrist who has experience treating
10    persons with pediatric autoimmune neuropsychiatric
11    disorder associated with streptococcal infections and
12    pediatric acute neuropsychiatric syndrome.
13        (9) A representative of a professional organization in
14    this State for school nurses.
15        (10) A pediatrician who has experience treating
16    persons with pediatric autoimmune neuropsychiatric
17    disorder associated with streptococcal infections and
18    pediatric acute neuropsychiatric syndrome.
19        (11) A representative of an organization focused on
20    autism.
21        (12) A parent with a child who has been diagnosed with
22    pediatric autoimmune neuropsychiatric disorder associated
23    with streptococcal infections or pediatric acute
24    neuropsychiatric syndrome and autism.
25        (13) A social worker licensed and practicing in this
26    State.

1        (14) A representative of the Special Education
2    Services division of the State Board of Education.
3        (15) One member of the General Assembly appointed by
4    the Speaker of the House of Representatives.
5        (16) One member of the General Assembly appointed by
6    the President of the Senate.
7        (17) One member of the General Assembly appointed by
8    the Minority Leader of the House of Representatives.
9        (18) One member of the General Assembly appointed by
10    the Minority Leader of the Senate.
11    (c) The Director of Public Health, or his or her designee,
12shall be an ex-officio, nonvoting member and shall attend all
13meetings of the advisory council. Any member of the advisory
14council appointed under this Section may be a member General
15Assembly. Members shall receive no compensation for their
16services.
17    (d) The Director of Public Health shall schedule the first
18meeting of the advisory council, which shall be held not later
19than 90 days after the effective date of this amendatory Act of
20the 99th General Assembly. A majority of the council members
21shall constitute a quorum. A majority vote of a quorum shall be
22required for any official action of the advisory council. The
23advisory council shall meet upon the call of the chairperson or
24upon the request of a majority of council members.
25    (e) Not later than January 1, 2017, and annually
26thereafter, the advisory council shall issue a report to the

1General Assembly with recommendations concerning:
2        (1) practice guidelines for the diagnosis and
3    treatment of the disorder and syndrome;
4        (2) mechanisms to increase clinical awareness and
5    education regarding the disorder and syndrome among
6    physicians, including pediatricians, school-based health
7    centers, and providers of mental health services;
8        (3) outreach to educators and parents to increase
9    awareness of the disorder and syndrome; and
10        (4) development of a network of volunteer experts on
11    the diagnosis and treatment of the disorder and syndrome to
12    assist in education and outreach.
 
13    (20 ILCS 2310/2310-677 new)
14    Sec. 2310-677. Neonatal Abstinence Syndrome Advisory
15Committee.
16    (a) As used in this Section:
17    "Department" means the Department of Public Health.
18    "Director" means the Director of Public Health.
19    "Neonatal Abstinence Syndrome" or "NAS" means various
20adverse conditions that occur in a newborn infant who was
21exposed to addictive or prescription drugs while in the
22mother's womb.
23    (b) There is created the Advisory Committee on Neonatal
24Abstinence Syndrome. The Advisory Committee shall consist of up
25to 10 members appointed by the Director of Public Health. The

1Director shall make the appointments within 90 days after the
2effective date of this amendatory Act of the 99th General
3Assembly. Members shall receive no compensation for their
4services. The members of the Advisory Committee shall represent
5different racial, ethnic, and geographic backgrounds and
6consist of:
7        (1) at least one member representing a statewide
8    association of hospitals;
9        (2) at least one member representing a statewide
10    organization of pediatricians;
11        (3) at least one member representing a statewide
12    organization of obstetricians;
13        (4) at least one member representing a statewide
14    organization that advocates for the health of mothers and
15    infants;
16        (5) at least one member representing a statewide
17    organization of licensed physicians;
18        (6) at least one member who is a licensed practical
19    nurse, registered professional nurse, or advance practice
20    nurse with expertise in the treatment of newborns in
21    neonatal intensive care units;
22        (7) at least one member representing a local or
23    regional public health agency; and
24        (8) at least one member with expertise in the treatment
25    of drug dependency and addiction.
26    (c) In addition to the membership in subsection (a) of this

1Section, the following persons or their designees shall serve
2as ex officio members of the Advisory Committee: the Director
3of Public Health, the Secretary of Human Services, the Director
4of Healthcare and Family Services, and the Director of Children
5and Family Services. The Director of Public Health, or his or
6her designee, shall serve as Chair of the Committee.
7    (d) The Advisory Committee shall meet at the call of the
8Chair. The Committee shall meet at least 3 times each year and
9its initial meeting shall take place within 120 days after the
10effective date of this Act. The Advisory Committee shall advise
11and assist the Department to:
12        (1) develop an appropriate standard clinical
13    definition of "NAS";
14        (2) develop a uniform process of identifying NAS;
15        (3) develop protocols for training hospital personnel
16    in implementing an appropriate and uniform process for
17    identifying and treating NAS;
18        (4) identify and develop options for reporting NAS data
19    to the Department by using existing or new data reporting
20    options; and
21        (5) make recommendations to the Department on
22    evidence-based guidelines and programs to improve the
23    outcomes of pregnancies with respect to NAS.
24    (e) The Advisory Committee shall provide an annual report
25of its activities and recommendations to the Director, the
26General Assembly, and the Governor by March 31 of each year

1beginning in 2016. The final report of the Advisory Committee
2shall be submitted by March 31, 2019.
3    (f) This Section is repealed on June 30, 2019.
 
4    Section 99. Effective date. This Act takes effect upon
5becoming law.".
