AMENDMENT TO SENATE BILL 457

2    AMENDMENT NO. ______. Amend Senate Bill 457 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Specialized Mental Health Rehabilitation
5Act of 2013 is amended by changing Section 1-101.6 as follows:
 
6    (210 ILCS 49/1-101.6)
7    (Section scheduled to be repealed on July 1, 2016)
8    Sec. 1-101.6. Mental health system planning; services for
9individuals with co-occurring mental illness and substance use
10conditions or disorders. The General Assembly finds the
11services contained in this Act are necessary for the effective
12delivery of mental health and substance use services for the
13citizens of the State of Illinois.
14    The General Assembly also finds that the mental health and
15substance use system in the State requires further review and
16actions to develop additional needed services.

1     To ensure the adequacy of community-based services and to
2offer choice to all individuals with serious mental illness or
3co-occurring mental illness and substance use disorders or
4conditions who choose to live in the community, and for whom
5the community is the appropriate setting, including those but
6are at risk of institutional care, the Office of the Governor
7Governor's Office of Health Innovation and Transformation
8shall oversee a process for (i) identifying needed services in
9the different geographic regions in the State and (ii)
10identifying the financing strategies for developing those
11needed services.
12    The process shall address or examine the need and financing
13strategies for the following:
14        (1) Network adequacy in all 102 counties of the State
15    for: (i) health homes authorized under Section 2703 of the
16    federal Patient Protection and Affordable Care Act; (ii)
17    systems of care for children; (iii) care coordination; (iv)
18    trauma-informed care; and (v) (iv) access to a full
19    continuum of quality care, treatment, services, and
20    supports for persons with serious emotional disturbance,
21    serious mental illness, or substance use disorder.
22        (2) Workforce development for the workforce of
23    community providers of care, treatment, services, and
24    supports for persons with mental health and substance use
25    disorders and conditions.
26        (3) Information technology to manage the delivery of

1    integrated services for persons with mental health and
2    substance use disorders and medical conditions.
3        (4) The needed continuum of statewide community health
4    care, treatment, services, and supports for persons with
5    mental health and substance use disorders and conditions.
6        (5) Reducing health care disparities in access to a
7    continuum of care, care coordination, and engagement in
8    networks.
9    The Office of the Governor Governor's Office of Health
10Innovation and Transformation shall include the Division of
11Alcoholism and Substance Abuse and the Division of Mental
12Health in the Department of Human Services, the Department of
13Healthcare and Family Services, the Department of Public
14Health, community mental health and substance use providers,
15statewide associations of mental health and substance use
16providers, mental health and substance use advocacy groups, and
17any other entity as deemed appropriate for participation in the
18process of identifying needed services and financing
19strategies as described in this Section.
20    The Office of the Governor Health Innovation and
21Transformation shall report its findings and recommendations
22to the General Assembly by May 31, 2016 July 1, 2015.
23    This Section is repealed on July 1, 2016.
24    Before September 1, 2014, the State shall develop and
25implement a service authorization system available 24 hours a
26day, 7 days a week for approval of services in the following 3

1levels of care under this Act: crisis stabilization; recovery
2and rehabilitation supports; and transitional living units.

5    Section 99. Effective date. This Act takes effect upon
6becoming law.".
