SYNOPSIS AS INTRODUCED:
 
25 ILCS 170/9.1 new

    Amends the Lobbyist Registration Act. Prohibits an individual or entity registered under the Act from intimidating another individual or entity registered under the Act. Sets forth a list of actions that constitute intimidation against an individual or entity registered under the Act. Provides that any individual or entity registered under the Act that violates the provisions of the amendatory Act shall be guilty of a business offense and fined not more than $10,000 for each violation.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Lobbyist Registration Act is amended by
5adding Section 9.1 as follows:
 
6    (25 ILCS 170/9.1 new)
7    Sec. 9.1. Intimidation. An individual or entity registered
8under this Act is prohibited from intimidating another
9individual or entity registered under this Act. A person
10commits intimidation when, with intent to cause another to
11perform or to omit the performance of any act, he or she
12communicates to another, directly or indirectly by any means
13and without lawful authority:
14        (1) a threat to a contractual relationship or a
15    potential contractual relationship between any individual
16    or entity registered under this Act and any of the entities
17    he or she represents or may represent;
18        (2) a threat to bring about or continue a strike,
19    boycott or other collective action against any individual
20    or entity registered under this Act because of a lawful
21    petition of a member of the General Assembly or any other
22    public official as guaranteed in the Constitution of the
23    State of Illinois; or

1        (3) defamatory language directed against an individual
2    or entity registered under this Act with the intent to
3    impair a contractual relationship or a potential
4    contractual relationship between that individual or entity
5    and any of the entities he or she represents or may
6    represent.
7    Any individual or entity registered under this Act that
8violates any provision this Section is subject to the penalties
9set forth in Section 10 of this Act.
