1    AN ACT concerning courts.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Attorney Act is amended by changing Section
52 as follows:
 
6    (705 ILCS 205/2)  (from Ch. 13, par. 2)
7    Sec. 2. Licensing of noncitizens.
8    (a) No person shall be prohibited from receiving a license
9solely because he or she is not a citizen of the United States
10entitled to receive a license as aforesaid unless he is a
11citizen of the United States or unless he has made a
12declaration of intention to become a citizen or unless, having
13made such declaration of intention, he has filed a petition for
14naturalization within thirty days after becoming eligible to do
15so and until he shall have obtained a certificate of his good
16moral character from a circuit court.
17    (b) The Supreme Court of this State may grant a license to
18a person who, in addition to fulfilling the requirements to
19practice law within this State, satisfies the following
20requirements:
21        (1) the United States Department of Homeland Security
22    has approved the person's request for Deferred Action for
23    Childhood Arrivals;

1        (2) the person's Deferred Action for Childhood
2    Arrivals has not expired or has been properly renewed; and
3        (3) the person has a current and valid employment
4    authorization document issued by the United States
5    Citizenship and Immigration Service.
6    The General Assembly finds and declares that this
7subsection (b) is a state law within the meaning of subsection
8(d) of Section 1621 of Title 8 of the United States Code.
9    (c) The Illinois Supreme Court may promulgate any orders or
10rules necessary to implement this amendatory Act of the 99th
11General Assembly.
