HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Lieutenant Colonel James
4Winters on the occasion of his retirement from the Illinois
5State Police on May 31, 2016; and
 
6    WHEREAS, Lt. Col. James Winters earned his degree in
7criminal justice with a minor in psychology from Illinois State
8University in 1988; and
 
9    WHEREAS, Lt. Col. James Winters was a member of Illinois
10State Police Cadet Class 85, graduating in 1990; after
11graduation, he was assigned to District 2; in 1996, he was
12transferred to the North Central Narcotics Task Force; in 1997,
13he was advanced to the rank of Special Agent for Zone 1
14Investigations; in 1998, he was promoted to the rank of
15Sergeant for Zone 1 Investigations; in 2002, he was promoted to
16the rank of Master Sergeant for Zone 1 Narcotics; in 2002, he
17was promoted to the rank of Lieutenant for Zone 2
18Investigations; in 2002, he was promoted to the rank of Captain
19in District 16; in 2010, he was transferred to the Zone 2
20Commander; in 2014, he was appointed to the rank of Major in
21Region II; he will retire at the rank of Lieutenant Colonel, to
22which he was appointed in 2015; and

1    WHEREAS, Prior to his service in the Illinois State Police,
2Lt. Col. James Winters served with distinction as a member of
3the Bloomingdale Police Department; and
 
4    WHEREAS, Lt. Col. James Winters is a recipient of the
5Illinois Law Enforcement Medal of Honor and three Illinois
6State Police Department Commendations in recognition of his
7service; and
 
8    WHEREAS, Lt. Col. James Winters has been a member of many
9professional organizations and volunteer groups; he has served
10as President of the Sycamore Sports Boosters; he is a founding
11member of the Sycamore Youth Football Program and volunteered
12by coaching both of his sons in both football and baseball; he
13is also vice president of the Illinois Drug Enforcement
14Officers Association and a founding member and current
15treasurer for the Illinois Homicide Investigators Association;
16and
 
17    WHEREAS, Lt. Col. James Winters and his wife, Lisa Winters,
18have been married for 25 years; they have three children, Josh,
19Jake, and Emma; and
 
20    WHEREAS, Lt. Col. James Winters serves as a model of hard
21work, integrity, and dedication for the people of the State of
22Illinois; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3congratulate Lieutenant Colonel James Winters on the occasion
4of his retirement from the Illinois State Police and wish him
5continued success and happiness in the future; and be it
6further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to Lt. Col. James Winters as a symbol of our esteem
9and respect.
