HOUSE RESOLUTION

 
2    WHEREAS, Many schools in the State of Illinois are facing
3critical funding shortages, which has negatively impacted
4their ability to provide quality education to their students;
5and
 
6    WHEREAS, The members of the General Assembly believe that
7all educational institutions throughout the State should be
8funded as equally as possible in order to provide every student
9with the best education possible; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12there is created the School Poverty Task Force to study sources
13of funding for poverty-stricken schools throughout the State of
14Illinois; and be it further
 
15    RESOLVED, That the Task Force shall study possible
16solutions and new methods for State funding, including general
17State aid and poverty grant funding, in order to give advice on
18how school funding can be more equally distributed to schools
19in the State; and be it further
 
20    RESOLVED, That the Illinois State Board of Education shall
21provide administrative support to the Task Force; and be it

2    RESOLVED, That the Task Force shall consist of the
3following members:
4        (1) one member appointed by the Governor;
5        (2) one member appointed by the Speaker of the House of
6    Representatives;
7        (3) one member appointed by the Illinois State Board of
8    Education;
9        (4) one member appointed by the Illinois Department of
10    Human Services;
11        (5) one member with expertise in poverty, appointed by
12    a non-profit group involved in poverty-stricken schools in
13    the State; and
14        (6) one member to serve as a representative of teacher
15    unions in the State, appointed by election from all major
16    teacher unions in the State; and be it further
 
17    RESOLVED, That the Task Force shall meet initially at the
18call of the Speaker of the House, submit a report to the
19General Assembly no later than October 31, 2016, and, upon
20submission, be dissolved; and be it further
 
21    RESOLVED, That suitable copies of this resolution be
22delivered to the Governor, the Illinois State Board of
23Education, and the Illinois Department of Human Services.
