HOUSE RESOLUTION

 
2    WHEREAS, Studies have shown the need for continued
3assistance for children who have aged out of foster care; and
 
4    WHEREAS, Studies have also shown that former foster care
5youth are more likely than their peers to have higher
6unemployment and lower levels of higher education; and
 
7    WHEREAS, The Department of Children and Family Services has
8committed to assisting youth that age out of foster care with
9programs that ensure continued success of the child and are
10cost-effective for the State; and
 
11    WHEREAS, The State of Illinois has implemented programs and
12laws to assist various populations for employment and
13educational opportunities; and
 
14    WHEREAS, There is a need to further examine existing laws
15and programs of other populations that may be applicable to
16youth that have aged out of foster care; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19there is created the Supporting Aged Out Foster Care Children
20Task Force under the Department of Children and Family Services

1to identify and recommend cost-effective ways to further assist
2foster care children as they age out of care and into
3independent living; and be it further
 
4    RESOLVED, That the Task Force shall research, analyze, and
5consider existing laws, programs, and benefits that could be
6used to assist wards of the State in a cost-effective manner to
7live independently as they age out of foster care; and be it
8further
 
9    RESOLVED, That the Task Force shall consist of following
10members: 3 members appointed by the Speaker of the House of
11Representatives, one of which shall serve as a Co-Chairperson
12of the Task Force; 3 members appointed by the Minority Leader
13of the House of Representatives, one of which shall serve as a
14Co-Chairperson of the Task Force; the Secretary of Human
15Services or his or her designee; the Director of Children and
16Family Services or his or her designee; the Director of
17Healthcare and Family Services or his or her designee; the
18Director of Corrections or his or her designee; a
19representative of the Governor's Office, appointed by the
20Governor; 2 members who are licensed social workers who work
21with children in at-risk groups, appointed by the Governor; 2
22representatives from the Children and Family Services Advisory
23Council, appointed by the Director of Children and Family
24Services; and 2 former youth-in-care, appointed by the Director

1of Children and Family Services; and be it further
 
2    RESOLVED, That the members of the Task Force shall serve
3without compensation; and be it further
 
4    RESOLVED, That the Task Force shall receive the cooperation
5of any State agencies it deems appropriate to assist the Task
6Force in carrying out its duties; and be it further
 
7    RESOLVED, That the members of the Task Force shall be
8considered members with voting rights; a quorum of the Task
9Force shall consist of a majority of the members of the Task
10Force; and be it further
 
11    RESOLVED, That the Task Force shall present its findings
12and recommendations to the General Assembly in a report to the
13General Assembly and the Director of Children and Family
14Services on or before December 31, 2016.
