HOUSE RESOLUTION

 
2    WHEREAS, In 2011, the American Civil Liberties Union of
3Illinois filed a lawsuit against the City of Chicago on behalf
4of the Central Austin Neighborhood Association (CANA) alleging
5that police are deployed inequitably across the city's
6neighborhoods and communities; and
 
7    WHEREAS, The Central Austin Neighborhood Association
8contended that Chicago police officers are not dispatched to
9911 calls in a timely manner in primarily African American and
10Hispanic neighborhoods and communities; and
 
11    WHEREAS, The Office of Inspector General of the City of
12Chicago is empowered by Section 2-56-030 of the Chicago
13Municipal Code to investigate the performance of governmental
14officers, employees, functions, and programs, either in
15response to a complaint or on the Inspector General's own
16initiative, in order to detect and prevent misconduct,
17inefficiency, and waste within the programs and operations of
18the city government; and
 
19    WHEREAS, Because of the lawsuit filed by the American Civil
20Liberties Union of Illinois and the complaints of the Central
21Austin Neighborhood Association, it is of urgent necessity that
22a performance audit of the Chicago Police Department be

1conducted by the Inspector General of the City of Chicago to
2determine and assess police emergency response times in Chicago
3neighborhoods and communities and to make recommendations to
4improve response times in primarily African American and
5Hispanic neighborhoods and communities; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
8urge the Inspector General of the City of Chicago to conduct a
9performance audit of the Chicago Police Department to determine
10and assess police emergency response times in Chicago
11neighborhoods and communities and to make recommendations to
12improve response times in primarily African American and
13Hispanic neighborhoods and communities; and be it further
 
14    RESOLVED, That suitable copies of this Resolution be
15forwarded to the Mayor and Inspector General of the City of
16Chicago.
