HOUSE RESOLUTION

 
2    WHEREAS, On November 13, 2014, Cinespace Chicago Film
3Studios submitted an application to receive a $10 million grant
4for the acquisition of land to be used by the company; the
5grant was approved on December 1, 2014; and
 
6    WHEREAS, After being approved for the grant and being given
7the $10 million, reports have shown that Cinespace Chicago Film
8Studios has cashed the check provided to them, but has not
9purchased any land with the money; and
 
10    WHEREAS, The grant application that was submitted by
11Cinespace contained no appraisals for the value of the land the
12film company was hoping to purchase and many of the landowners
13listed in the grant application have indicated they are not
14interested in selling their land; in addition, the company has
15previously experienced problems meeting the State's reporting
16requirements for previous grant money that the company
17received; and
 
18    WHEREAS, There exist many questions surrounding the
19process in which Cinespace received $10 million in State grant
20money and Cinespace's subsequent actions concerning the land
21acquisition process; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3direct the Office of the Auditor General to conduct an
4investigation into the $10 million grant released to Cinespace
5Chicago Film Studios for land acquisition; and be it further
 
6    RESOLVED, That we urge Cinespace Chicago Film Studios and
7any other organizations or agencies involved with this inquiry
8to make available to the Office of the Auditor General all
9information that may be necessary to its investigation; and be
10it further
 
11    RESOLVED, That the Office of the Auditor General shall
12present a report to the Illinois House of Representatives
13detailing the findings of its investigation not more than one
14year after the adoption of this resolution; and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16delivered to the Office of the Auditor General.
