HOUSE JOINT RESOLUTION

 
2    WHEREAS, In response to concerns regarding premium costs
3for Illinois employers responsible for providing Workers'
4Compensation Insurance coverage for their employees, the State
5of Illinois enacted Public Act 97-0018 which created a
6substantial reduction in benefits for injured workers, with the
7intention of providing employers relief from the high costs of
8workers' compensation premiums; and
 
9    WHEREAS, As a result of this Act, the National Council on
10Compensation Insurance has subsequently recommended premium
11rate reductions totaling nearly 20% for Illinois employers; and
 
12    WHEREAS, If fully implemented by insurers, such a rate
13reduction would provide Illinois' employers with nearly $1
14billion in premium savings; and
 
15    WHEREAS, Employers have experienced premium reductions of
16$315 million, which represents only a fraction of the $1
17billion that would have been saved via full implementation of
18the recommended rate reductions; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
21SENATE CONCURRING HEREIN, that there is created the Workers'

1Compensation Premium Rates Task Force consisting of 12 members
2appointed as follows: 2 legislative members appointed by the
3Speaker of the House of Representatives; 2 legislative members
4appointed by the Minority Leader of the House of
5Representatives; 2 legislative members appointed by the
6President of the Senate; 2 legislative members appointed by the
7Minority Leader of the Senate; one member representing a
8statewide association representing retailers; one member of a
9statewide association representing manufacturers; one member
10of a statewide association representing labor interests; and
11one member of a statewide association representing injured
12workers; 2 chairpersons, representing different political
13parties, shall be selected by the members of the Task Force;
14and be it further
 
15    RESOLVED, That the Task Force shall study the National
16Council on Compensation Insurance's recommendations for
17workers' compensation premium rates and the extent to which
18Illinois employers' actual premiums reflect these recommended
19rates; and be it further
 
20    RESOLVED, That the Task Force shall report its findings and
21recommendations to the Illinois House of Representatives and
22the Illinois Senate no later than December 31, 2015.
