HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to honor Illinois State Police (ISP)
4Director Hiram Grau and thank him for his service to the State;
5and
 
6    WHEREAS, Director Grau was appointed by Governor Pat Quinn
7on March 25, 2011 and unanimously confirmed by the Illinois
8Senate on April 13, 2011 as the ISP's first Hispanic Director;
9and
 
10    WHEREAS, During his tenure, Director Grau oversaw the ISP's
11implementation of Illinois' concealed carry program, meeting
12every statutory deadline; he authorized the use of non-lethal
13and state-of-the-art tasers by troopers; he renewed the ISP's
14efforts on diversity and recruitment, producing a professional
15recruitment video; and
 
16    WHEREAS, Under Director Grau's leadership, the ISP opened
17the Metro East Forensic Science Laboratory in Belleville and
18the Metro East Police Assistance Team (MEPAT) was deployed and
19partnered with the Chicago Police Department in a fugitive
20apprehension initiative; and
 
21    WHEREAS, During the 2012 Chicago NATO Summit, Director Grau

1led the ISP's involvement and protection of world dignitaries
2attending the conference; and
 
3    WHEREAS, Director Grau renewed the ISP's efforts in the
4investigation of cold cases; under his leadership, one of the
5oldest cold cases in American history, the 1957 murder of Maria
6Ridulph, was solved; in addition, the ISP eliminated the
7backlog of old "Section 20" sexual assault cases; and
 
8    WHEREAS, Prior to becoming Director of the ISP, Director
9Grau was Deputy Chief of the Cook County State's Attorney's
10Office of Investigations Bureau, where he oversaw the
11Narcotics/Special and Municipal Investigations Divisions; he
12has spent his entire career in law enforcement - 28 of those
13years with the Chicago Police Department, working his way up
14through the ranks as Patrolman, Tactical Officer, Gang Crime
15Specialist, Detective, Undercover Narcotics Officer, Sergeant,
16Lieutenant, Watch Commander, District Commander, Deputy
17Superintendent, and Acting First Deputy; he also spent 9 years
18on the FBI's Street Gang Investigation Squad; and
 
19    WHEREAS, Director Grau has received hundreds of special
20commendations, awards, and recognitions; he is a decorated
21Vietnam veteran, receiving 4 medals while serving with the
22United States Army's 101st Airborne Division; and

1    WHEREAS, Director Grau has served as Past President of the
2St. Jude Police League; was a former professor of the Adler
3School of Psychology (Police Leadership Course); a guest
4lecturer at the Vietnam Veterans Museum; and a former
5Leadership Course Instructor for the Chicago Police
6Department's Executive Development Program; and
 
7    WHEREAS, Director Grau has a bachelor's degree in criminal
8justice/social justice from Lewis University and a master's
9degree in business administration from St. Xavier University;
10he is a graduate of the FBI National Academy and the City of
11Chicago Executive Development Program; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
14honor Illinois State Police Director Hiram Grau and thank him
15for his service to the State; and be it further
 
16    RESOLVED, That a suitable copy of this resolution be
17presented to Director Grau as an expression of our esteem and
18respect.
