HOUSE JOINT RESOLUTION

 
2    WHEREAS, According to both the United States Environmental
3Protection Agency and Centers for Disease Control and
4Prevention, there is no safe level of exposure to lead; and
 
5    WHEREAS, Illinois has a large number of older homes and
6more lead service lines than any other state; and
 
7    WHEREAS, More than 170 public water systems in Illinois
8serving approximately 700,000 people have exceeded federal
9lead standards during at least one year since 2004, and 9 water
10systems in the Chicago area have exceeded federal lead
11standards at least twice since 2004, including municipalities
12in Cook, DuPage, and Lake Counties; and
 
13    WHEREAS, One in every 10 Illinois water systems has found
14lead levels exceeding 40 parts per billion - a level the EPA
15has noted poses an imminent and substantial threat to the
16health of children and pregnant women - in at least one home
17between 2011 and 2015; and
 
18    WHEREAS, Illinois water systems that have reported lead
19levels higher than 40 parts per billion since 2011 include, but
20are not limited to, the University of Illinois at
21Urbana-Champaign, Northern Illinois University in DeKalb,

1Eastern Illinois University in Charleston, the Stateville
2Correction Center near Joliet, and the Illinois Youth Center
3near St. Charles; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
6SENATE CONCURRING HEREIN, that the Illinois Environmental
7Protection Agency, in coordination with the Department of
8Public Health, shall conduct a study of lead in Illinois
9drinking water describing the chemical and human health impacts
10of lead in Illinois piped water supplies; and be it further
 
11    RESOLVED, That in conducting this study the Agency shall
12monitor actual lead levels, measured in parts per billion, in a
13wide variety of supplies of Illinois piped water; monitoring
14efforts shall concentrate on, but shall not be limited to,
15Illinois public water systems where lead test results have
16exceeded U.S. Environmental Protection Agency lead standards
17in at least one year since 2004; and be it further
 
18    RESOLVED, That each component of this study shall delineate
19the number of samples that made up each data set, and shall
20list the municipality or other unit of local government that
21describes the water system from which each sample was taken;
22and be it further

1    RESOLVED, That all results from this lead monitoring shall
2be public documents and shall be published online on the
3Agency's official website on a weekly basis; and be it further
 
4    RESOLVED, That the Agency shall deliver a preliminary
5report, listing the water systems where testing is taking place
6to the Governor, the Speaker of the House of Representatives,
7the President of the Senate, the Minority Leader of the House
8of Representatives, and the Minority Leader of the Senate by
9September 1, 2016; the report shall be published online on the
10Agency's official website no later than September 1, 2016; and
11be it further
 
12    RESOLVED, That the Agency shall deliver a final report,
13summarizing its test results and making policy recommendations
14to the Governor, the Speaker of the House of Representatives,
15the President of the Senate, the Minority Leader of the House
16of Representatives, and the Minority Leader of the Senate by
17January 1, 2017; the report shall be published online on the
18Agency's official website no later than January 1, 2017; and be
19it further
 
20    RESOLVED, That the study shall begin immediately upon
21adoption of this resolution.
