HOUSE JOINT RESOLUTION 133

 
2    WHEREAS, The City of Springfield has been the capital of
3Illinois since 1839, when then-Governor Thomas Carlin issued a
4proclamation ordering the relocation of all State records from
5Vandalia to Springfield; and
 
6    WHEREAS, The City of Springfield is home to the main
7offices of the Executive Branch, the Legislative Branch, and
8the Judicial Branch of Illinois State government; and
 
9    WHEREAS, With a large reduction in the State workforce over
10the last several years, Springfield has suffered significant
11job losses; and
 
12    WHEREAS, As home to the majority of State government
13activity, it is essential that the capital of Illinois is also
14home to as many State employees as possible in order to ensure
15that Illinois runs in an efficient and productive manner; and
 
16    WHEREAS, Advances in technology and increased connectivity
17throughout the State have made it easier than ever for the
18State workforce to be centrally located in Springfield;
19therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
2SENATE CONCURRING HEREIN, that we urge each State agency under
3the direction of the Office of the Governor to prepare an
4agency or office workforce report; and be it further
 
5    RESOLVED, That the workforce reports should include the
6following information for all employees under the Personnel
7Code:
8        (1) the number of employees in each county in this
9    State;
10        (2) the division and facility, if applicable, that each
11    of these employees is stationed;
12        (3) the position number, general working title, and a
13    brief description of job duties of each of these employees;
14    and
15        (4) the justification as to why these positions,
16    specifically upper and middle management positions, could
17    not be located in Springfield; and be it further
 
18    RESOLVED, That the workforce reports would not need to
19include detailed information relating to direct service
20workers, but should list the number of these positions in each
21title by county, division, and facility; and be it further
 
22    RESOLVED, That moving forward, as the State of Illinois
23begins to fill vacant positions, we urge all State agencies to

1consider filling any vacant position in Springfield first, as
2Springfield is the home of State government; and be it further
 
3    RESOLVED, That we urge all State agencies to have their
4workforce reports completed and submitted to the Office of the
5Governor and the General Assembly by August 31, 2016; and be it
6further
 
7    RESOLVED, That a suitable copy of this resolution be
8delivered to the Office of the Governor to direct each State
9agency to complete a workforce report.
