HOUSE JOINT RESOLUTION

 
2    WHEREAS, The College of DuPage Board of Trustees recently
3voted to approve a buyout package for President Dr. Robert
4Breuder in the amount of $750,000; and
 
5    WHEREAS, As part of an agreement that was already reached
6between the Board of Trustees and Dr. Breuder, the school's
7Homeland Security Education Center will be named in honor of
8Dr. Breuder; and
 
9    WHEREAS, Many taxpayers and local residents have voiced
10strong opposition to the severance package agreed to by the
11Board of Trustees and Dr. Breuder; and
 
12    WHEREAS, The name of Staff Sergeant Robert J. Miller has
13been offered as an alternative to Dr. Breuder's in the naming
14of the Homeland Security Education Center; and
 
15    WHEREAS, Staff Sgt. Miller grew up in Wheaton and graduated
16from Wheaton North High School in 2002; and
 
17    WHEREAS, After attending one year of college at the
18University of Iowa, Staff Sgt. Miller joined the United States
19Army in 2003; and

1    WHEREAS, Staff Sgt. Miller enlisted as a Special Forces
2trainee in August of 2003 and graduated from Infantry Basic
3Training and Airborne School at Fort Benning, Georgia in
4January of 2004; and
 
5    WHEREAS, Staff Sgt. Miller graduated from the Special
6Forces Qualification Course in September of 2004, and the
7Special Forces Weapons Sergeant Course in March of 2005; and
 
8    WHEREAS, Staff Sgt. Miller was deployed to Afghanistan from
9August of 2006 to March of 2007 and received 2 Army
10Commendation Medals for Valor for his actions under enemy fire;
11and
 
12    WHEREAS, Staff Sgt. Miller returned to Afghanistan in
13October of 2007, serving as a Weapons Sergeant for his team;
14and
 
15    WHEREAS, On January 25, 2008, Staff Sgt. Miller was leading
16a team of Afghan National Security Forces and Coalition
17soldiers when they were attacked by insurgents; and
 
18    WHEREAS, Under intense enemy fire, Staff Sgt. Miller
19remained at the front of the patrol and laid down suppressive
20fire to allow his wounded commander to be pulled out of the
21line of fire; and

1    WHEREAS, Staff Sgt. Miller was killed in action while
2protecting his fellow soldiers and Afghan security forces; and
 
3    WHEREAS, The heroic actions of Staff Sgt. Miller saved the
4lives of 7 American soldiers and 15 Afghan soldiers; and
 
5    WHEREAS, Staff Sgt. Miller was posthumously awarded the
6Medal of Honor by President Barack Obama at the White House on
7October, 6 2010; and
 
8    WHEREAS, In 2011, Wheaton Warrenville Unit District 200
9renamed the Common Area of Wheaton North High School in honor
10of Staff Sgt. Miller; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
13SENATE CONCURRING HEREIN, that we strongly urge the Board of
14Trustees of the College of DuPage to reconsider the agreement
15reached with Dr. Robert Breuder; and be it further
 
16    RESOLVED, That we strongly urge the Board of Trustees of
17the College of Dupage to rename the College of DuPage Homeland
18Security Education Center in honor of Staff Sergeant Robert J.
19Miller as a tribute to the service and sacrifice Staff Sgt.
20Miller rendered to the DuPage County community and to the

2    RESOLVED, That suitable copies of this resolution be
3presented to the Board of Trustees of the College of DuPage,
4the President of the College of DuPage, and to the family of
5Staff Sgt. Robert J. Miller.
