AMENDMENT TO HOUSE BILL 6167

2    AMENDMENT NO. ______. Amend House Bill 6167 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Election Code is amended by changing
5Sections 3-1.2 and 3-6 and by adding Sections 4-8.5, 5-8.5, and
66-35.5 as follows:
 
7    (10 ILCS 5/3-1.2)  (from Ch. 46, par. 3-1.2)
8    Sec. 3-1.2. Eligibility to sign and circulate petition. For
9the purpose of determining eligibility to sign and circulate a
10nominating petition or a petition proposing a public question
11the terms "voter", "registered voter", "qualified voter",
12"legal voter", "elector", "qualified elector", "primary
13elector" and "qualified primary elector" as used in this Code
14or in another Statute shall mean a person who is registered to
15vote at the address shown opposite his signature on the
16petition or was registered to vote at such address when he

1signed or circulated the petition. Any person, otherwise
2qualified under this Section, who has not moved to another
3residence but whose address has changed as a result of
4implementation of a 9-1-1 emergency telephone system shall be
5considered a "voter", "registered voter", "qualified voter",
6"legal voter", "elector", "qualified elector", "primary
7elector", and "qualified primary elector".

10    Sec. 3-6. Voting age. Notwithstanding any other provision
11of law, a person who is 17 years old on the date of a general
12primary election or consolidated primary election and who is
13otherwise qualified to vote is qualified to vote at that
14general primary or consolidated primary, including voting a
15vote by mail, grace period, or early voting ballot with respect
16to that general primary or consolidated primary, if that person
17will be 18 years old on the date of the immediately following
18general election or consolidated election for which those
19offices are nominated at that primary.
20    References in this Code and elsewhere to the requirement
21that a person must be 18 years old to vote shall be interpreted
22in accordance with this Section.
23    For the purposes of this Act, an individual who is 17 years
24of age and who will be 18 years of age on the date of the
25general or consolidated election shall be deemed competent to

1execute and attest to any voter registration forms.

5provided by law, an individual that is 17 years old or older
6who is registered to vote in this State shall be eligible to
7serve as a deputy registrar.

9    Sec. 5-8.5. Deputy registrar eligibility. Unless otherwise
10provided by law, an individual that is 17 years old or older
11who is registered to vote in this State shall be eligible to
12serve as a deputy registrar.

14    Sec. 6-35.5. Deputy registrar eligibility. Unless
15otherwise provided by law, an individual that is 17 years old
16or older who is registered to vote in this State shall be
17eligible to serve as a deputy registrar.".
