| 4 | | "Section 5. The Animal Welfare Act is amended by adding |
| 5 | | Section 18.5 as follows:

| 6 | | (225 ILCS 605/18.5 new) |
| 7 | | Sec. 18.5. Prohibition of the sale, trade, or exchange of |
| 8 | | cats or dogs at flea markets. No person, whether licensed under |
| 9 | | this Act or not, shall sell, trade, or exchange cats or dogs at |
| 10 | | flea markets.

| 11 | | Section 99. Effective date. This Act takes effect upon |
| 12 | | becoming law.".
