SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-643

    Amends the Illinois Vehicle Code. Provides that all money in the Mammogram Fund from the sale of Mammogram license plates shall be paid as grants to the Illinois Public Health Association (rather than the Susan G. Komen Foundation) for breast cancer research, education, screening, and treatment. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-643 as follows:
 
6    (625 ILCS 5/3-643)
7    Sec. 3-643. Mammogram license plates.
8    (a) The Secretary, upon receipt of an application made in
9the form prescribed by the Secretary, may issue special
10registration plates designated as Mammogram license plates.
11The special plates issued under this Section shall be affixed
12only to passenger vehicles of the first division and motor
13vehicles of the second division weighing not more than 8,000
14pounds. Plates issued under this Section shall expire according
15to the multi-year procedure established by Section 3-414.1 of
16this Code.
17    (b) The design and color of the plates is wholly within the
18discretion of the Secretary, except that the following phrases
19shall be on the plates: (i) "Mammograms Save Lives" and (ii)
20"The Susan G. Komen Foundation". The Secretary may allow the
21plates to be issued as vanity plates or personalized under
22Section 3-405.1 of the Code. The Secretary shall prescribe
23stickers or decals as provided under Section 3-412 of this

2    (c) An applicant for the special plate shall be charged a
3$25 fee for original issuance in addition to the appropriate
4registration fee. Of this fee, $10 shall be deposited into the
5Mammogram Fund and $15 shall be deposited into the Secretary of
6State Special License Plate Fund, to be used by the Secretary
7to help defray the administrative processing costs.
8    For each registration renewal period, a $25 fee, in
9addition to the appropriate registration fee, shall be charged.
10Of this fee, $23 shall be deposited into the Mammogram Fund and
11$2 shall be deposited into the Secretary of State Special
12License Plate Fund.
13    (d) The Mammogram Fund is created as a special fund in the
14State treasury. All money in the Mammogram Fund shall be paid,
15subject to appropriation by the General Assembly and
16distribution by the Secretary, as grants to the Illinois Public
17Health Association Susan G. Komen Foundation for breast cancer
18research, education, screening, and treatment.

20    Section 99. Effective date. This Act takes effect upon
