AMENDMENT TO HOUSE BILL 4422




2    AMENDMENT NO. ______. Amend House Bill 4422 by replacing 
3everything after the enacting clause with the following:



 
4    "Section 5. The University of Illinois Act is amended  by 
5adding Section 90 as follows:
 
6    (110 ILCS 305/90  new)
7    Sec. 90. Reporting of investment information. For any State 
8capital improvement grant requested after the effective date of 
9this amendatory Act of the 99th General Assembly, the 
10University shall provide to the State agency awarding the 
11capital improvement grant a list of all University funds from 
12this State that are invested, excluding endowment funds; the 
13financial status of these investment funds; where the 
14investment funds are held; the amount in fees charged by those 
15holding the investment funds; and who audits the investment 
16funds.

1    Section 10. The Southern Illinois University Management 
2Act is amended  by adding Section 75 as follows:
 
3    (110 ILCS 520/75  new)
4    Sec. 75. Reporting of investment information. For any State 
5capital improvement grant requested after the effective date of 
6this amendatory Act of the 99th General Assembly, the 
7University shall provide to the State agency awarding the 
8capital improvement grant a list of all University funds from 
9this State that are invested, excluding endowment funds; the 
10financial status of these investment funds; where the 
11investment funds are held; the amount in fees charged by those 
12holding the investment funds; and who audits the investment 
13funds.
 
14    Section 15. The Chicago State University Law is amended  by 
15adding Section 5-185 as follows:
 
16    (110 ILCS 660/5-185  new)
17    Sec. 5-185. Reporting of investment information. For any 
18State capital improvement grant requested after the effective 
19date of this amendatory Act of the 99th General Assembly, the 
20University shall provide to the State agency awarding the 
21capital improvement grant a list of all University funds from 
22this State that are invested, excluding endowment funds; the

1financial status of these investment funds; where the 
2investment funds are held; the amount in fees charged by those 
3holding the investment funds; and who audits the investment

5    Section 20. The Eastern Illinois University Law is amended  
6by adding Section 10-185 as follows:
 
7    (110 ILCS 665/10-185  new)
8    Sec. 10-185. Reporting of investment information. For any 
9State capital improvement grant requested after the effective 
10date of this amendatory Act of the 99th General Assembly, the 
11University shall provide to the State agency awarding the 
12capital improvement grant a list of all University funds from 
13this State that are invested, excluding endowment funds; the 
14financial status of these investment funds; where the 
15investment funds are held; the amount in fees charged by those 
16holding the investment funds; and who audits the investment 
17funds.
 
18    Section 25. The Governors State University Law is amended  
19by adding Section 15-185 as follows:
 
20    (110 ILCS 670/15-185  new)
21    Sec. 15-185. Reporting of investment information. For any

20holding the investment funds; and who audits the investment 
21funds.
 
22    Section 35. The Northeastern Illinois University Law is

12    Section 40. The Northern Illinois University Law is amended  
13by adding Section 30-195 as follows:

15    Sec. 30-195. Reporting of investment information. For any 
16State capital improvement grant requested after the effective 
17date of this amendatory Act of the 99th General Assembly, the 
18University shall provide to the State agency awarding the 
19capital improvement grant a list of all University funds from 
20this State that are invested, excluding endowment funds; the 
21financial status of these investment funds; where the 
22investment funds are held; the amount in fees charged by those

3by adding Section 35-190 as follows:

7date of this amendatory Act of the 99th General Assembly, the 
8University shall provide to the State agency awarding the 
9capital improvement grant a list of all University funds from 
10this State that are invested, excluding endowment funds; the 
11financial status of these investment funds; where the 
12investment funds are held; the amount in fees charged by those 
13holding the investment funds; and who audits the investment 
14funds.
 
15    Section 50. The Public Community College Act is amended  by 
16adding Section 3-29.11 as follows:

 
17    (110 ILCS 805/3-29.11 new)

18    Sec. 3-29.11. Reporting of investment information. For any 
19State capital improvement grant requested after the effective 
20date of this amendatory Act of the 99th General Assembly, a 
21community college district shall provide to the State agency 
22awarding the capital improvement grant a list of all district

6    Section 99. Effective date. This Act takes effect upon 
7becoming law.".
