AMENDMENT TO HOUSE BILL 3674

2    AMENDMENT NO. ______. Amend House Bill 3674 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Wildlife Code is amended by changing
5Section 2.5 and by adding Section 2.5a as follows:
 
6    (520 ILCS 5/2.5)
7    Sec. 2.5. Crossbow conditions. A person may use a crossbow
8if one or more of the following conditions are met:
9        (1) the user is a person age 62 and older;
10        (2) the user is a handicapped person to whom the
11    Director has issued a permit to use a crossbow, as provided
12    by administrative rule; or
13        (3) the date of using the crossbow is during the period
14    of the second Monday following the Thanksgiving holiday
15    through the last day of the archery deer hunting season
16    (both inclusive) set annually by the Director; or .

1        (4) the user is a person with a youth hunting license
2    who is physically unable to pull the draw weight of a bow
3    and arrow other than a crossbow.
4    As used in this Section, "handicapped person" means a
5person who has a physical impairment due to injury or disease,
6congenital or acquired, which renders the person them so
7severely disabled as to be unable to use a longbow, recurve
8bow, or compound bow. Permits must be issued only after the
9receipt of a physician's statement confirming the applicant is
10handicapped as defined above.

12    (520 ILCS 5/2.5a new)
13    Sec. 2.5a. Youth crossbow use. An individual with a youth
14hunting license who is physically unable to pull the draw
15weight of a bow and arrow other than a crossbow may use a
16crossbow during the regular deer archery season annually
17determined by the Director, provided that the individual
18remains under the direct supervision of an adult of 21 years of
19age or older who possesses a valid archery deer permit.
20    Youths authorized to take deer with a crossbow as provided
21in this Section shall first obtain a "Deer Hunting Permit"
22issued by the Department in accordance with its administrative
23rules and with the express permission of an adult of 21 years
24of age or older.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.".
