Amends the Renewable Energy, Energy Efficiency, and Coal Resources
Development Law of 1997. Creates the Utilization of Renewable Energy on State-Owned Properties Task Force. Provides that the Task Force shall consider the financial implications of installing and maintaining renewable energy facilities on State-owned property, the impact on property values and the community, and environmental factors relating to renewable energy. Provides that the Task Force shall compile their findings and recommendations in a report to be presented to the Governor and the members of the General Assembly on or before January 1, 2016. Provides that the Task Force is abolished on January 1, 2017. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Renewable Energy, Energy Efficiency, and |
5 | | Coal Resources
Development Law of 1997 is amended by adding |
6 | | Section 6-6.5 as follows: |
7 | | (20 ILCS 687/6-6.5 new) |
8 | | Sec. 6-6.5. Utilization of Renewable Energy on State-Owned |
9 | | Properties Task Force. |
10 | | (a) The Utilization of Renewable Energy on State-Owned |
11 | | Properties Task Force is hereby created. The Task Force shall |
12 | | consider the financial implications of installing and |
13 | | maintaining renewable energy facilities on State-owned |
14 | | property, the impact on property values and the community, and |
15 | | environmental factors relating to renewable energy. |
16 | | (b) The Task Force shall be formed no later than June 1, |
17 | | 2015 and shall be comprised of the following members: |
18 | | (1) two members appointed by the Speaker of the House |
19 | | of Representatives; |
20 | | (2) two members appointed by the Minority Leader of the |
21 | | House of Representatives; |
22 | | (3) two members appointed by the President of the |
23 | | Senate; |
