AMENDMENT TO HOUSE BILL 3194

2    AMENDMENT NO. ______. Amend House Bill 3194, on page 6, by
3inserting after line 14 the following:
 
4    "Section 10. The Energy Assistance Act is amended by
5changing Section 7 as follows:
 
6    (305 ILCS 20/7)  (from Ch. 111 2/3, par. 1407)
7    Sec. 7. State Weatherization Plan and Program.
8    (a) The Department shall, after consultation with the
9Policy Advisory Council, prepare and promulgate an annual State
10Weatherization Plan beginning in the year this Act becomes
11effective. To the extent practicable, such Plan shall provide
12for targeting use of both State and federal weatherization
13funds to the households of eligible applicants pursuant to this
14Act whose ratios of energy costs to income are the highest. The
15State Weatherization Plan shall include but need not be limited
16to the following:

1        (1) a description of the demographic characteristics
2    and energy use patterns of people eligible for assistance
3    pursuant to this Act;
4        (2) the methodology used by the Department in targeting
5    weatherization funds;
6        (3) a description of anticipated activity and results
7    for the year covered by the Plan, including an estimate of
8    energy cost savings expected to be realized by the
9    weatherization program; and
10        (4) every third year, beginning in 2002, an evaluation
11    of results from the weatherization program in the year
12    preceding the plan year, including the effect of State
13    Weatherization Program investments on energy consumption
14    and cost in the population eligible for assistance pursuant
15    to this Act, and the effect of targeted weatherization
16    investments on the costs of the energy assistance program
17    authorized by this Act.
18    (b) The Department shall implement the State
19Weatherization Plan by rule through a program which provides
20targeted weatherization assistance to eligible applicants for
21energy assistance pursuant to this Act. The Department may
22enter into such contracts and other arrangements with local
23agencies as may be necessary for the purpose of administering
24the weatherization program. Employees hired under the
25weatherization programs administered by the Department shall
26be paid in accordance with the hourly wages association with

1the federal prevailing wage rates for weatherization workers.
