SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Statewide Elected Official Vacancy Appointment Act. Provides that in the event of a vacancy in a statewide elective office that is filled by the Governor under Section 7 of Article V of the Illinois Constitution, if the person whose departure from office created the vacancy was a member of a leading political party, then the person appointed to fill the vacancy must be a member of the same leading political party. Defines "leading political party".

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Statewide Elected Official Vacancy Appointment Act.
 
6    Section 5. Definition. As used in this Act:
7    "Leading political party" means one of the two political
8parties whose candidates for governor at the most recent three
9gubernatorial elections received either the highest or second
10highest average number of votes. The political party whose
11candidates for governor received the highest average number of
12votes shall be known as the first leading political party and
13the political party whose candidates for governor received the
14second highest average number of votes shall be known as the
15second leading political party.
 
16    Section 10. Vacancy in a statewide elective office. In the
17event of a vacancy in a statewide elective office that is
18filled by the Governor under Section 7 of Article V of the
19Illinois Constitution, if the person whose departure from
20office created the vacancy was a member of a leading political
21party, then the person appointed to fill the vacancy must be a
22member of the same leading political party.
