AMENDMENT TO HOUSE BILL 2568

2    AMENDMENT NO. ______. Amend House Bill 2568 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Capital Development Board Act is amended by
5adding Section 19 as follows:
 
6    (20 ILCS 3105/19 new)
7    Sec. 19. Access to State building or construction codes.
8    (a) The Board shall maintain on its website, accessible
9from the Illinois State Government website, links to all
10currently applicable State building codes.
11    (b) Every State agency that proposes to adopt new building
12or construction requirements, or amendments to existing
13requirements, shall report that proposed activity to the Board.
14For purposes of this Section, State agency building or
15construction requirements include, but are not limited to,
16those affecting general construction, plumbing, electrical,

1accessibility, fire protection, drinking water, waste water,
2asbestos, ozone, radon, and any other requirements that the
3State applies to construction activities. The report shall be
4submitted at least 30 days before the State agency officially
5proposes the changes by filing the First Notice of its
6rulemaking with the Secretary of State. The report shall
7include a plain language summary of the proposed changes and
8the State agency contact to whom comments on the proposal can
9be made.
10    (c) The Board shall provide on its website the information
11given to it by State agencies under subsection (b) and shall
12provide a link to the Illinois Register page where the
13rulemaking is proposed and can be viewed by the interested
14public.
15    (d) When the State agency moves its rulemaking to Second
16Notice, the Board shall post a notice of this activity on its
17website and shall provide a link to the Illinois General
18Assembly website where the Second Notice version of the
19rulemaking can be viewed.
20    (e) When the State agency adopts a rulemaking creating or
21amending building or construction rules, the Board shall post a
22notice of this activity on its website and shall provide a link
23to the Illinois Register page where the adoption occurred.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.".
