SYNOPSIS AS INTRODUCED:
 
20 ILCS 3918/55

    Amends the Illinois Building Commission Act. Provides that, at least 30 days prior to filing rules pertaining to the adoption or amendment of any statewide code pertaining to building construction, each State agency must provide notice to the Illinois Building Commission. Provides that the Commission must identify the proposed code, by the title and edition, or by the amendment, to the public on the Internet. Effective immediately.

1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Building Commission Act is amended
5by changing Section 55 as follows:
 
6    (20 ILCS 3918/55)
7    Sec. 55. Identification of local building codes. Beginning
8on the effective date of this amendatory Act of the 92nd
9General Assembly, a municipality with a population of less than
101,000,000 or a county adopting a new building code or amending
11an existing building code must, at least 30 days before
12adopting the code or amendment, provide an identification of
13the code, by title and edition, or the amendment to the
14Commission. The Commission must identify the proposed code, by
15the title and edition, or the amendment to the public on the
16Internet through the State of Illinois World Wide Web site.
17    A municipality with a population of less than 1,000,000 or
18county shall provide notice of the title and editions of any
19adopted building codes to the Capital Development Board,
20Division of Building Codes and Regulations, prior to July 1,
212011. The notice shall be electronic whenever possible and also
22contain the division of government, the name of contact, and
23the date of the adoption of the codes.

1    Each State agency, at least 30 days prior to filing rules
2pertaining to the adoption or amendment of any statewide code
3pertaining to building construction, including accessibility,
4energy, plumbing, and life safety with the Secretary of State
5for publication in the Illinois Register, must provide notice
6to the Commission by identifying the code by title, by an
7edition, or by the amendment. The Commission must identify the
8proposed code, by the title and edition, or the amendment, to
9the public on the Internet through the State of Illinois World
10Wide Web site.
11    The Commission may adopt any rules necessary to implement
12this Section.
13    For the purposes of this Section, "building code" means any
14municipal or county ordinance or resolution regulating the
15construction and maintenance of all structures within the
16municipality or county.

18    Section 99. Effective date. This Act takes effect upon
19becoming law.
