    Amends the Hospital Licensing Act and the University of Illinois Hospital Act. Provides that if a hospital, including the University of Illinois Hospital, makes electronic personal health records available to its patients, then the hospital shall provide information about the availability of those electronic personal health records to every patient prior to the patient's discharge and shall conspicuously post information about the availability of those electronic personal health records. Effective immediately.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Hospital Act is
5amended by adding Section 10 as follows:
 
6    (110 ILCS 330/10 new)
7    Sec. 10. Electronic personal health records. If the
8University of Illinois Hospital makes electronic personal
9health records available to its patients, then the University
10of Illinois Hospital shall conspicuously post, in an area of
11its offices accessible to patients, information about the
12availability of electronic personal health records and shall
13provide information, in writing, about the availability of
14those electronic personal health records to every patient prior
15to the patient's discharge.
 
16    Section 10. The Hospital Licensing Act is amended by
17changing Section 6.14c and by adding Section 6.14g as follows:
 
18    (210 ILCS 85/6.14c)
19    Sec. 6.14c. Posting of information. Every hospital shall
20conspicuously post for display in an area of its offices
21accessible to patients, employees, and visitors the following:

1        (1) its current license;
2        (2) a description, provided by the Department, of
3    complaint procedures established under this Act and the
4    name, address, and telephone number of a person authorized
5    by the Department to receive complaints;
6        (3) a list of any orders pertaining to the hospital
7    issued by the Department during the past year and any court
8    orders reviewing such Department orders issued during the
9    past year; and
10        (4) a list of the material available for public
11    inspection under Section 6.14d; and .
12        (5) information about the availability of electronic
13    personal health records if a hospital has made electronic
14    personal health records available to its patients.

17    Sec. 6.14g. Electronic personal health records. Any
18hospital that has made electronic personal health records
19available to its patients shall provide information, in
20writing, about the availability of those electronic personal
21health records to every patient prior to the patient's
22discharge.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.
