SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-699.14 new

    Amends the State Finance Act. Creates the USS Illinois Commissioning Committee and Support Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of special license plates honoring the USS Illinois and the U.S. Submarine Force. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the USS Illinois Commissioning Committee and Support Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the USS Illinois Commissioning Committee and Support Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the USS Illinois Commissioning Committee and Support Fund shall be paid as grants to the USS Illinois Commissioning Committee to support the crew members and crew member families of the USS Illinois SSN 786. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The USS Illinois Commissioning Committee and
8Support Fund.
 
9    Section 10. The Illinois Vehicle Code is amended by adding
10Section 3-699.14 as follows:
 
11    (625 ILCS 5/3-699.14 new)
12    Sec. 3-699.14. USS Illinois and the U.S. Submarine Force
13plates.
14    (a) The Secretary, upon receipt of all applicable fees and
15applications made in the form prescribed by the Secretary of
16State, may issue special registration plates designated as USS
17Illinois and the U.S. Submarine Force plates. The special
18plates issued under this Section shall be affixed only to
19passenger vehicles of the first division or motor vehicles of
20the second division weighing not more than 8,000 lbs. Plates
21issued under this Section shall expire according to the

1multi-year procedure established by Section 3-414.1 of this
2Code.
3    (b) The design and color of the special plates shall be
4wholly within the discretion of the Secretary with input from
5the USS Illinois Commissioning Committee. Appropriate
6documentation, as determined by the Secretary, shall accompany
7each application.
8    (c) An applicant shall be charged a $40 fee for original
9issuance in addition to the appropriate registration fee, if
10applicable. Of this fee, $25 shall be deposited into the USS
11Illinois Commissioning Committee and Support Fund and $15 shall
12be deposited into the Secretary of State Special License Plate
13Fund. For each registration renewal period, a $27 fee, in
14addition to the appropriate registration fee, shall be charged.
15Of this fee, $25 shall be deposited into the USS Illinois
16Commissioning Committee and Support Fund and $2 shall be
17deposited into the Secretary of State Special License Plate
18Fund.
19    (d) The USS Illinois Commissioning Committee and Support
20Fund is created as a special fund in the State treasury. All
21moneys in the USS Illinois Commissioning Committee and Support
22Fund shall be paid, subject to appropriation by the General
23Assembly and distribution by the Secretary, as grants to the
24USS Illinois Commissioning Committee to support the crew
25members and crew member families of the USS Illinois SSN 786.
 
26    Section 99. Effective date. This Act takes effect upon
