1 | | SENATE RESOLUTION
|
2 | | WHEREAS, The State of Illinois is the largest insurer in |
3 | | the State, covering nearly one in every four citizens; and
|
4 | | WHEREAS, Enrollment under the Department of Healthcare and |
5 | | Family Services' Medical Programs currently totals |
6 | | approximately 2.8 million each month; and
|
7 | | WHEREAS, Healthcare will change significantly in the |
8 | | coming year with the implementation of the Affordable Care Act, |
9 | | giving new opportunities for health insurance to potentially |
10 | | 1.2 million people in Illinois; and
|
11 | | WHEREAS, Healthcare programs in Illinois have an immense - |
12 | | and growing - impact both in terms of taxpayer dollars and in |
13 | | terms of the effect they have on citizens across the State; and
|
14 | | WHEREAS, In this quickly evolving environment, the General |
15 | | Assembly must stay engaged in public healthcare issues and be |
16 | | prepared to make legislative and administrative |
17 | | recommendations; therefore, be it
|
18 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL |
19 | | ASSEMBLY OF THE STATE OF ILLINOIS, that there is created the |
20 | | Senate Advisory Committee on Healthcare, consisting of 6 |

1 | | members, appointed as follows: 3 members of the Senate majority |
2 | | caucus, appointed by the President of the Senate, and 3 members |
3 | | of the Senate minority caucus, appointed by the Senate Minority |
4 | | Leader; and be it further
|
5 | | RESOLVED, That the Advisory Committee shall designate one |
6 | | Democratic member and one Republican member of the committee to |
7 | | serve as co-chairs; and be it further |
8 | | RESOLVED, That the Advisory Committee shall study public |
9 | | healthcare and make legislative and administrative |
10 | | recommendations with respect to the following issues: |
11 | | (1) the progress of Public Act 96-1501, the Medicaid |
12 | | reform package, including the development and implementation |
13 | | of care coordination plans that best serve the needs of the |
14 | | citizens of this State while also considering any impact on |
15 | | current funding sources; |
16 | | (2) the analysis and planning for the Medicaid |
17 | | expansion, including the examination of how best to maximize |
18 | | federal revenues associated with the expansion population; |
19 | | (3) the development and implementation of new Medicaid |
20 | | rate methodologies for institutional providers; |
21 | | (4) the examination of federal funding opportunities |
22 | | associated with the Affordable Care Act; and |
23 | | (5) the interactions between Medicaid and the Health |
24 | | Insurance Exchanges, including how best to ensure seamless |

1 | | access to healthcare services; and be it further |
2 | | RESOLVED, That the Department of Healthcare and Family |
3 | | Services and the Department of Insurance, in conjunction with |
4 | | legislative staff, shall provide administrative support to the |
5 | | Committee; and be it further |
6 | | RESOLVED, That the Advisory Committee shall meet at the |
7 | | call of the chair; and be it further |
8 | | RESOLVED, That the Advisory Committee shall share its |
9 | | legislative and administrative recommendations with the |
10 | | President of the Senate and Minority Leader of the Senate, as |
11 | | warranted; and be it further |
12 | | RESOLVED, That suitable copies of this resolution be |
13 | | presented to the Governor, the Speaker and Minority Leader of |
14 | | the House of Representatives, the Director of Healthcare and |
15 | | Family Services, and the Director of Insurance; and be it |
16 | | further |
17 | | RESOLVED, That, in the event that the House of |
18 | | Representatives passes a similar resolution, that the Senate |
19 | | will consider participating in a joint Senate/House Advisory |
20 | | Committee on Healthcare.
