AMENDMENT TO SENATE BILL 3437

2    AMENDMENT NO. ______. Amend Senate Bill 3437 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Public Utilities Act is amended by changing
5Section 19-130 as follows:
 
6    (220 ILCS 5/19-130)
7    Sec. 19-130. Commission study and report. The Commission's
8Office of Retail Market Development shall prepare an annual
9report regarding the development of competitive retail natural
10gas markets in Illinois. The Office shall monitor existing
11competitive conditions in Illinois, identify barriers to
12retail competition for all customer classes, and actively
13explore and propose to the Commission and to the General
14Assembly solutions to overcome identified barriers. Solutions
15proposed by the Office to promote retail competition must also
16promote safe, reliable, and affordable natural gas service.

1    On or before October 1 of each year, beginning in 2015, the
2Director shall submit a report to the Commission, the General
3Assembly, and the Governor, that includes The report shall be
4approved by the Commission and be filed by July 1 of each odd
5year with the Joint Committee on Legislative Support Services
6of the General Assembly and the Governor and shall be publicly
7available. The report shall include, at a minimum, the
8following information:
9        (1) an analysis of the status and development of the
10    retail natural gas market in the State of Illinois; and
11        (2) a discussion of any identified barriers to the
12    development of competitive retail natural gas markets in
13    Illinois and proposed solutions to overcome identified
14    barriers; and
15        (3) any other information the Office Commission
16    considers significant in assessing the development of
17    natural gas markets in the State of Illinois.
18    To aid in preparation of its annual report, as well in its
19assessment of barriers to the development of competitive retail
20natural gas markets and proposed solutions to overcome those
21barriers, the Commission's Office of Retail Market Development
22shall gather input from all interested parties as well as from
23other bureaus within the Commission.
