2 | | AMENDMENT NO. ______. Amend Senate Bill 1625, AS AMENDED, |
3 | | by replacing everything after the enacting clause with the |
4 | | following:

5 | | "Section 5. The School Safety Drill Act is amended by |
6 | | changing Sections 15 and 20 as follows: |
7 | | (105 ILCS 128/15)
|
8 | | Sec. 15. Types of drills. Under this Act, the following |
9 | | school safety drills shall be instituted by all schools in this |
10 | | State: |
11 | | (1) School evacuation drills, which shall address and |
12 | | prepare students and school personnel for situations that |
13 | | occur when conditions outside of a school building are |
14 | | safer than inside a school building. Evacuation incidents |
15 | | are based on the needs of particular communities and may |
16 | | include without limitation the following: |

1 | | (A) fire; |
2 | | (B) suspicious items or persons ; |
3 | | (C) incidents involving hazardous materials, |
4 | | including, but not limited to, chemical, incendiary, |
5 | | and explosives; and |
6 | | (D) bomb threats. |
7 | | (2) Bus evacuation drills, which shall address and |
8 | | prepare students and school personnel for situations that |
9 | | occur when conditions outside of a bus are safer than |
10 | | inside the bus. Evacuation incidents are based on the needs |
11 | | of particular communities and may include without |
12 | | limitation the following: |
13 | | (A) fire; |
14 | | (B) suspicious items; and |
15 | | (C) incidents involving hazardous materials, |
16 | | including, but not limited to, chemical, incendiary, |
17 | | and explosives. |
18 | | (3) Law enforcement drills, which shall address and |
19 | | prepare students and school personnel for situations |
20 | | calling for the involvement of law enforcement when |
21 | | conditions inside a school building are safer than outside |
22 | | of a school building and it is necessary to protect |
23 | | building occupants from potential dangers in a school |
24 | | building. Law enforcement drills may involve situations |
25 | | that call for the reverse-evacuation or the lock-down of a |
26 | | school building. Evacuation or reverse-evacuation |

1 | | Evacuations incidents shall may include a shooting |
2 | | incident. without limitation the following: |
3 | | (A) shooting incidents; |
4 | | (B) bomb threats; |
5 | | (C) suspicious persons; and |
6 | | (D) incidents involving hazardous materials. |
7 | | (4) Severe weather and shelter-in-place drills, which |
8 | | shall address and prepare students for situations |
9 | | involving severe weather emergencies or the release of |
10 | | external gas or chemicals. Severe weather and |
11 | | shelter-in-place incidents shall be based on the needs and |
12 | | environment of particular communities and may include |
13 | | without limitation the following: |
14 | | (A) severe weather, including, but not limited to, |
15 | | shear winds, lightning, and earthquakes; |
16 | | (B) incidents involving hazardous materials, |
17 | | including, but not limited to, chemical, incendiary, |
18 | | and explosives; and |
19 | | (C) incidents involving weapons of mass |
20 | | destruction, including, but not limited to, |
21 | | biological, chemical, and nuclear weapons.

24 | | Sec. 20. Number of drills; incidents covered; local |
25 | | authority participation.

1 | | (a) During each academic year, schools must conduct a |
2 | | minimum of 3 school evacuation drills to address and prepare |
3 | | students and school personnel for fire incidents. These drills |
4 | | must meet all of the following criteria: |
5 | | (1) One of the 3 school evacuation drills shall require |
6 | | the participation of the appropriate local fire department |
7 | | or district. |
8 | | (A) Each local fire department or fire district |
9 | | must contact the appropriate school administrator or |
10 | | his or her designee no later than September 1 of each |
11 | | year in order to arrange for the participation of the |
12 | | department or district in the school evacuation drill. |
13 | | (B) Each school administrator or his or her |
14 | | designee must contact the responding local fire |
15 | | official no later than September 15 of each year and |
16 | | propose to the local fire official 4 dates within the |
17 | | month of October, during at least 2 different weeks of |
18 | | October, on which the drill shall occur. The fire |
19 | | official may choose any of the 4 available dates, and |
20 | | if he or she does so, the drill shall occur on that |
21 | | date. |
22 | | (C) The school administrator or his or her designee |
23 | | and the local fire official may also, by mutual |
24 | | agreement, set any other date for the drill, including |
25 | | a date outside of the month of October. |
26 | | (D) If the fire official does not select one of the |

1 | | 4 offered dates in October or set another date by |
2 | | mutual agreement, the requirement that the school |
3 | | include the local fire service in one of its mandatory |
4 | | school evacuation drills shall be waived. Schools, |
5 | | however, shall continue to be strongly encouraged to |
6 | | include the fire service in a school evacuation drill |
7 | | at a mutually agreed-upon time. |
8 | | (E) Upon the participation of the local fire |
9 | | service, the appropriate local fire official shall |
10 | | certify that the school evacuation drill was |
11 | | conducted. |
12 | | (F) When scheduling the school evacuation drill, |
13 | | the school administrator or his or her designee and the |
14 | | local fire department or fire district may, by mutual |
15 | | agreement on or before September 14, choose to waive |
16 | | the provisions of subparagraphs (B), (C), and (D) of |
17 | | this paragraph (1). |
18 | | Additional school evacuation drills for fire incidents |
19 | | may involve the participation of the appropriate local fire |
20 | | department or district. |
21 | | (2) Schools may conduct additional school evacuation |
22 | | drills to account for other evacuation incidents, |
23 | | including without limitation suspicious items or bomb |
24 | | threats. |
25 | | (3) All drills shall be conducted at each school |
26 | | building that houses school children. |

1 | | (b) During each academic year, schools must conduct a |
2 | | minimum of one bus evacuation drill. This drill shall be |
3 | | accounted for in the curriculum in all public schools and in |
4 | | all other educational institutions in this State that are |
5 | | supported or maintained, in whole or in part, by public funds |
6 | | and that provide instruction in any of the grades kindergarten |
7 | | through 12. This curriculum shall include instruction in safe |
8 | | bus riding practices for all students. Schools may conduct |
9 | | additional bus evacuation drills. All drills shall be conducted |
10 | | at each school building that houses school children. |
11 | | (c) During each academic year, schools must conduct a law |
12 | | enforcement drill to address a school shooting incident |
13 | | incidents, including without limitation reverse evacuations, |
14 | | lock-downs, shootings, bomb threats, or hazardous materials . |
15 | | Such drills must be conducted according to the school |
16 | | district's or private school's emergency and crisis response |
17 | | plans, protocols, and procedures, with the participation of the |
18 | | appropriate law enforcement agency. Law enforcement drills may |
19 | | be conducted on days and times when students are not present in |
20 | | the school building. All drills must be conducted at each |
21 | | school building that houses school children. |
22 | | (1) A law enforcement drill must meet all of the |
23 | | following criteria: |
24 | | (A) During each calendar year, the appropriate |
25 | | local law enforcement agency shall contact the |
26 | | appropriate school administrator to request to |

1 | | participate in a law enforcement drill . The school |
2 | | administrator and local law enforcement agency shall |
3 | | set, by mutual agreement, a date for the drill. |
4 | | (A-5) The drill shall require the on-site |
5 | | participation of the local law enforcement agency. If a |
6 | | mutually agreeable date cannot be reached between the |
7 | | school administrator and the appropriate local law |
8 | | enforcement agency, then the school shall still hold |
9 | | the drill without participation from the agency. and |
10 | | may actively participate on-site in a drill. |
11 | | (B) Upon the participation of a local law |
12 | | enforcement agency in a law enforcement drill, the |
13 | | appropriate local law enforcement official shall |
14 | | certify that the law enforcement drill was conducted |
15 | | and notify the school in a timely manner of any |
16 | | deficiencies noted during the drill . |
17 | | (2) Schools may conduct additional law enforcement |
18 | | drills at their discretion. |
19 | | (3) (Blank). |
20 | | (d) During each academic year, schools must conduct a |
21 | | minimum of one severe weather and shelter-in-place drill to |
22 | | address and prepare students and school personnel for possible |
23 | | tornado incidents and may conduct additional severe weather and |
24 | | shelter-in-place drills to account for other incidents, |
25 | | including without limitation earthquakes or hazardous |
26 | | materials. All drills shall be conducted at each school |
