1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Gubernatorial Boards and Commissions Act is
5amended by changing Section 10 and by adding Section 25 as
6follows:
 
7    (15 ILCS 50/10)
8    Sec. 10. Repository of board and commission membership. The
9Office shall establish and maintain on the Internet a
10centralized, searchable database, freely accessible to the
11public, of information relating to appointed positions on the
12State's boards and commissions.
13    The database shall include, at a minimum:
14        (1) The qualifications for, and the powers, duties, and
15    responsibilities of, each appointed position on each of the
16    State's boards and commissions.
17        (2) The name and term of each current appointed member
18    of a board or commission.
19        (3) Each current vacancy in appointed membership of
20    each of the State's boards and commissions.
21        (4) Information as to how a person may apply for
22    appointment to a board or commission, including a uniform
23    application that may be downloaded and printed or that may

1    be submitted electronically. Such application shall
2    include a data field where an applicant shall disclose his
3    or her ethnicity, gender and disability status for
4    reporting purposes.
5        (5) A link to that section of the Secretary of State's
6    website that allows the public to search Statements of
7    Economic Interest filed with the Secretary of State.

10    Sec. 25. Demographic composition; report. Beginning
11October 1, 2015 and for each year thereafter, the Governor
12shall file a report with the General Assembly and the
13Legislative Research Unit detailing the following information:
14        (1) the demographic information (ethnicity, gender,
15    and disability status) of each appointment made by the
16    Governor between July 1 of the prior year through June 30
17    of the reporting year;
18        (2) the aggregate demographic information for those
19    persons who applied for an appointment with the Governor's
20    office, but were not appointed between July 1 of the prior
21    year through June 30 of the reporting year; and
22        (3) the demographic composition of the gubernatorial
23    appointees on each board, commission, and task force as of
24    June 30 of the reporting year.
25    The Legislative Research Unit shall publish an annual

1report detailing the demographic composition of the
2gubernatorial appointees on each board, commission, and task
3force as of the date of the report.
