HOUSE JOINT RESOLUTION

 
2    WHEREAS, For decades, Du Quoin mayors and city councils
3worked without success to procure State and federal funding to
4build an overpass across the mainline Illinois Central Railroad
5tracks; and
 
6    WHEREAS, Without an overpass, traffic on Main and Popular
7Streets was unnecessarily blocked by numerous daily freight,
8coal, and passenger trains frequently delaying emergency
9services to significant portions of town; and
 
10    WHEREAS, The Honorable John E. Rednour, Mayor of the City
11of Du Quoin from 1989 to 2013, successfully secured funding for
12construction of the overpass; and
 
13    WHEREAS, Mayor Rednour led a walking procession across the
14completed overpass in 1995; and
 
15    WHEREAS, The Popular Street Overpass contributes daily to
16the smooth, timely, and safe passage of commercial and private
17traffic through the city and increases emergency access to all
18parts of Du Quoin; and
 
19    WHEREAS, Without the effective leadership of Mayor Rednour
20in securing the funding necessary to build the Popular Street

1Overpass, at little or no expense to the people of Du Quoin,
2the project would not have been possible; and
 
3    WHEREAS, On March 10, 2014, the City of Du Quoin renamed
4the Popular Street Overpass after former mayor, John E.
5Rednour, in honor of his many accomplishments while in office,
6most notably, the construction of the overpass; therefore, be
7it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
10SENATE CONCURRING HEREIN, that we recognize the City of Du
11Quoin on renaming the Popular Street Overpass after former
12mayor, John E. Rednour; and be it further
 
13    RESOLVED, That the Illinois Department of Transportation
14is requested to erect at suitable locations, consistent with
15State and federal regulations, appropriate plaques or signs
16giving notice of the name; and be it further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to Du Quoin Mayor Rex Duncan and to the Secretary of
19the Illinois Department of Transportation.
