2 | WHEREAS, Arlene J. Mulder has served the citizens of | ||||||
3 | Arlington Heights for 20 years as Village President; and
| ||||||
4 | WHEREAS, Prior to being elected as Village President, | ||||||
5 | Arlene Mulder served for 2 years as a Trustee on the Village | ||||||
6 | Board, and for 12 years as a Commissioner on the Arlington | ||||||
7 | Heights Park District Board before that; and
| ||||||
8 | WHEREAS, Arlene Mulder was a tireless advocate for the best | ||||||
9 | interests of Arlington Heights, accepting many leadership | ||||||
10 | positions which increased the visibility of the Village on the | ||||||
11 | local, State, and national levels; and
| ||||||
12 | WHEREAS, Arlene Mulder has been an elected member of the | ||||||
13 | U.S. Conference of Mayors Executive Board, Vice President of | ||||||
14 | the Illinois Municipal League, 2002/2003 Executive Board | ||||||
15 | President of the Northwest Municipal Conference, and Vice | ||||||
16 | Chairman of the Chicago Area Transportation Council of Mayors; | ||||||
17 | and
| ||||||
18 | WHEREAS, Arlene Mulder has been an | ||||||
19 | internationally-recognized leader on issues of aircraft noise | ||||||
20 | mitigation, winning the Jay Hollingsworth Speas award in 2005 | ||||||
21 | for her work as Chair of the O'Hare Noise Compatibility |

1 | Commission; and
| ||||||
2 | WHEREAS, Arlene Mulder played a leading role in the | ||||||
3 | economic development of Arlington Heights; under her | ||||||
4 | leadership, the Village has received numerous awards, | ||||||
5 | including the 1999 and 2008 Burnham awards for "Excellence in | ||||||
6 | Planning" from the Metropolitan Planning Council, the 2000 | ||||||
7 | James C. Howland Award for "Municipal Enrichment" from the | ||||||
8 | National League of Cities, the 2001 Award for "Implementation | ||||||
9 | of the Central Business District" from the American Planning | ||||||
10 | Association, and the 2010 Chaddick "Municipal Development | ||||||
11 | Process" Award; and
| ||||||
12 | WHEREAS, During Arlene Mulder's tenure as Village | ||||||
13 | President, Arlington Heights was named one of the "Top 100 | ||||||
14 | Places to Live" by Money Magazine in 2010; the Village also | ||||||
15 | received the "Tree City USA" Award from the National Arbor Day | ||||||
16 | Foundation in each year of her tenure; and | ||||||
17 | WHEREAS, Arlene Mulder was always a strong proponent of | ||||||
18 | both government fiscal transparency and public safety, earning | ||||||
19 | the Village the Government Finance Officers Association's | ||||||
20 | "Distinguished Budget Award" each year she served as Village | ||||||
21 | President, as well as the 2012 "Safe Communities" Award from | ||||||
22 | the National Safety Council; and

1 | WHEREAS, During her more than 34 years of elected community | ||||||
2 | service to Arlington Heights, Arlene Mulder has been an | ||||||
3 | energetic, effective, and dedicated leader who has fostered an | ||||||
4 | atmosphere of respect, consensus, and achievement and has made | ||||||
5 | herself and the offices she held available to all segments of | ||||||
6 | the community; therefore, be it
| ||||||
7 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
8 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
9 | we honor Arlene J. Mulder on the occasion of her retirement | ||||||
10 | after her 34 years of service to Arlington Heights, recognize | ||||||
11 | her many accomplishments during those years in serving her | ||||||
12 | constituents, and wish her well in all of her future endeavors; | ||||||
13 | and be it further

14 | RESOLVED, That a suitable copy of this resolution be | ||||||
15 | presented to Arlene Mulder as an expression of our esteem and | ||||||
16 | respect.
