SYNOPSIS AS INTRODUCED:
 
25 ILCS 55/2  from Ch. 63, par. 42.42
25 ILCS 65/3  from Ch. 63, par. 42.73

    Amends the Pension Impact Note Act and the State Debt Impact Note Act. Requires a copy of each pension impact note and State debt impact note to be furnished by the Commission to the Legislative Information System and posted by the System on the General Assembly's website as soon as is practicable after its receipt for viewing by the public. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Pension Impact Note Act is amended by
5changing Section 2 as follows:
 
6    (25 ILCS 55/2)  (from Ch. 63, par. 42.42)
7    Sec. 2. Pension impact notes. The Commission on Government
8Forecasting and Accountability, hereafter in this Act referred
9to as the "Commission", shall prepare a written pension system
10impact note in relation to any bill introduced in either house
11of the General Assembly which proposes to amend, revise, or add
12to any provision of the Illinois Pension Code or the State
13Pension Funds Continuing Appropriation Act. Upon the
14introduction of any such bill, the Clerk of the House or the
15Secretary of the Senate shall forward the bill to the
16Commission, which shall prepare such a note within 7 calendar
17days after receiving the request. The bill shall be held on
18second reading until the note has been received.
19    Copies of each pension impact note shall be furnished by
20the Commission to the presiding officer of each house, the
21minority leader of each house, the Clerk of the House of
22Representatives, the Secretary of the Senate, the sponsor of
23the bill which is the subject of the note, the member, if any,

1who initiated the request for the note, the Chairman of the
2House Committee on Personnel and Pensions, and the Chairman of
3the Senate Committee on Insurance, Pensions and Licensed
4Activities. A copy of each pension impact note shall also be
5furnished by the Commission to the Legislative Information
6System and posted by the System on the General Assembly's
7website as soon as is practicable after its receipt for viewing
8by the public.

10    Section 10. The State Debt Impact Note Act is amended by
11changing Section 3 as follows:
 
12    (25 ILCS 65/3)  (from Ch. 63, par. 42.73)
13    Sec. 3. The Commission on Government Forecasting and
14Accountability shall prepare a written State Debt Impact Note
15in relation to any bill introduced in either house of the
16General Assembly which proposes to increase or add new long
17term debt authorization or would require, through
18appropriation, the use of bond financed funds. Upon the
19assignment of any such bill to Committee, the chairperson of
20the Committee on Assignments in the House of Representatives or
21the chairperson of the Committee on Assignment of Bills in the
22Senate shall forward the bill to the Commission on Government
23Forecasting and Accountability which shall prepare such a note
24within 7 calendar days after receiving the request and the bill

1shall be held on second reading until the note has been
2received, except that whenever, because of the complexity of
3the measure, additional time is required for preparation of the
4note, the Commission may so inform the sponsor of the bill, who
5may approve an extension of the time within which the note is
6to be furnished for an additional 7 calendar days. Copies of
7each State Debt Impact Note shall be furnished by the
8Commission to the presiding officer of each house, the minority
9leader of each house, the Clerk of the House of
10Representatives, the Secretary of the Senate, the sponsor of
11the bill which is the subject of the note, the member, if any,
12who initiated the request for the note, the Chairperson and
13Minority Spokespersons of the House and Senate Appropriations
14and Revenue Committees. A copy of each State Debt Impact Note
15shall also be furnished by the Commission to the Legislative
16Information System and posted by the System on the General
17Assembly's website as soon as is practicable after its receipt
18for viewing by the public.

20    Section 99. Effective date. This Act takes effect upon
21becoming law.
