SENATE RESOLUTION

 
2    WHEREAS, Public Act 96-1064 requires certain recipients of
3grants or loans of State funds of $250,000 or more for capital
4construction costs or professional services to submit a written
5certification and business enterprise program plan for
6minority-owned businesses, female-owned businesses, and
7businesses owned by persons with disabilities before signing
8the relevant grant or loan agreement; therefore, be it
 
9    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General is
11directed to conduct a performance audit of the Department of
12Commerce and Economic Opportunity, the Department of Central
13Management Services, and the Capital Development Board to
14assess their compliance with the provisions of Public Act
1596-1064; and be it further
 
16    RESOLVED, That the audit shall include an analysis of
17whether grant recipients have submitted required written
18certifications and business enterprise program plans; and be it
19further
 
20    RESOLVED, That any entity having information relevant to
21this audit shall cooperate fully and promptly with the Auditor
22General in the conduct of this audit; and be it further

1    RESOLVED, That the Auditor General commence this audit as
2soon as possible and report his or her findings and
3recommendations upon completion in accordance with the
4provisions of Section 3-14 of the Illinois State Auditing Act;
5and be it further
 
6    RESOLVED, That copies of this resolution be delivered to
7the Auditor General, the Governor, the Director of Commerce and
8Economic Opportunity, the Director of Central Management
9Services, and the Capital Development Board.
