HOUSE RESOLUTION

 
2    WHEREAS, It is the policy of the State of Illinois to
3promote the electronic storage and transmission of State
4records and to support efforts to implement efficiencies in the
5creation, transmittal, and use of electronic files in order to
6reduce State government's unnecessary use of natural
7resources; and
 
8    WHEREAS, House Bill 1373, if enacted, will abolish the
9Electronic Records Advisory Board and, thus, eliminate an
10important voice in addressing specific State electronic
11records management issues, including: the identification of
12records created or managed through web-based environments, the
13preservation of electronic files of long-term value, the
14management of electronic files in a network environment, and
15the identification of record-keeping issues related to
16information system development; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19the Task Force on Electronic Information and Records Management
20is created (i) to review current policies, procedures, and
21guidance provided to State agencies by the State Records
22Commission as they apply to electronic files and information
23systems and (ii) to make recommendations to the State Records

1Commission concerning the identification and use of electronic
2files as State records; and be it further
 
3    RESOLVED, That the Task Force shall consist of the
4following 9 members:
5        (1) the Secretary of State or his or her designee;
6        (2) the Director of Central Management Services or his
7    or her designee;
8        (3) the Director of Revenue or his or her designee;
9        (4) the Chief Information Officer of the University of
10    Illinois or his or her designee;
11        (5) the Chief Financial Officer of the University of
12    Illinois or his or her designee;
13        (6) the University Archivist of the University of
14    Illinois or his or her designee;
15        (7) the Executive Director of the Illinois Student
16    Assistance Commission or his or her designee;
17        (8) an individual, appointed by the Governor, to
18    represent the interests of State agencies; and
19        (9) an individual, appointed by the Governor, to
20    represent the interests of businesses in the State; and be
21    it further
 
22    RESOLVED, That members of the Task Force shall serve
23without compensation and shall not be reimbursed for travel
24expenses; and be it further

1    RESOLVED, That the Task Force shall meet no fewer than 3
2times and at its first meeting, which shall take place no
3sooner than 60 days after the adoption of this resolution,
4select a chairperson from among its members; and be it further
 
5    RESOLVED, That the Task Force shall identify
6record-keeping issues related to information system
7development and also produce and deliver a report to the State
8Records Commission recommending policies, guidelines, and best
9practices for addressing the following:
10        (1) the identification of electronic files as records;
11        (2) the management of information identified as
12    electronic records created or distributed through
13    web-based environments;
14        (3) the preservation of electronic files of long-term
15    value; and
16        (4) the management of electronic files in a network
17    environment; and be it further
 
18    RESOLVED, That we urge the Secretary of State to post the
19Task Force's recommendations on the websites of the State
20Archives and the State Records Commission within 45 days after
21their receipt; and be it further
 
22    RESOLVED, That the Task Force shall have all necessary

1administrative assistance provided to it by the University of
2Illinois; and be it further
 
3    RESOLVED, That copies of this resolution be delivered to
4the Secretary of State, the Director of Central Management
5Services, the Director of Revenue, the Chief Information
6Officer of the University of Illinois, the Chief Financial
7Officer of the University of Illinois, the University Archivist
8of the University of Illinois, and the Executive Director of
9the Illinois Student Assistance Commission.
