HOUSE RESOLUTION

 
2    WHEREAS, Motorcyclists across the country and in Illinois
3provide numerous benefits to communities across the State and
4participate in various activities including parades, memorial
5services, and demonstrations; and
 
6    WHEREAS, Motorcyclists often know and abide by the rules of
7the road for operating a motorcycle and would have an advantage
8in helping mediate traffic patterns between motorcycles and
9other vehicles; and
 
10    WHEREAS, Often at events with a heavy motorcycle presence
11there are issues involving the directing of traffic of all
12vehicles, including the motorcycles themselves, and often
13motorcyclists volunteer to direct traffic to ensure there are
14no accidents or injuries; and
 
15    WHEREAS, A special motorcycle crossing guard program would
16allow the State Police to officially train and certify
17motorcyclists on the Rules of the Road, traffic safety,
18directing traffic, and in the duties involved with being a
19crossing guard; and
 
20    WHEREAS, Motorcyclists, if trained under a special
21motorcycle crossing guard program, may be allowed to perform

1the duties of a crossing guard during special events that have
2a motorcycle presence; and
 
3    WHEREAS, A special motorcycle crossing guard program would
4benefit both the police authority and motorist by providing
5safety in directing traffic during special events that have a
6motorcycle presence; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9the Illinois State Police shall conduct a study on the
10feasibility of creating and implementing a special motorcycle
11crossing guard program and shall issue a report with its
12recommendations to the General Assembly by July 15, 2012; and
13be it further
 
14    RESOLVED, That the study must include, but not be limited
15to, the following:
16        (1) an examination of current, related law, including,
17    but not limited to, laws regarding funeral processions and
18    funeral crossing guards;
19        (2) how to make the training program cost neutral to
20    the State of Illinois;
21        (3) a proper definition of "special event";
22        (4) consideration of a zero tolerance drug and alcohol
23    use policy;

1        (5) the necessity of liability insurance; and
2        (6) the need for a uniform or visible, physical
3    indicator that shows a motorcycle crossing guard is trained
4    and qualified; and be it further
 
5    RESOLVED, That a suitable copy of this resolution be
6presented to the Director of the Illinois State Police and the
7State Coordinator of A.B.A.T.E. Illinois.
