SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.156 new

    Amends the School Code. In order to provide additional funding beyond the funding awarded to specific after-school programs, requires the State Board of Education to add, in its annual budget proposal, (i) a line item equal to 2% of the After-school Programs, Mentoring and Student Support (ASPMSS) line item for out-of-school time for monitoring, administration, and technical assistance for after-school providers funded by the ASPMSS line item in the State Board of Education's budget proposal; and (ii) a line item equal to 4% of the ASPMSS line item for out-of-school time for grants to qualified, statewide, non-profit agencies to provide capacity building, system development, training, and professional development services. Provides for how the additional appropriations, if any, must be used.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.156 as follows:
 
6    (105 ILCS 5/2-3.156 new)
7    Sec. 2-3.156. Additional after-school funding.
8    (a) In order to provide additional funding beyond the
9funding awarded to specific after-school programs, the State
10Board of Education shall add, in its annual budget proposal,
11(i) a line item equal to 2% of the After-school Programs,
12Mentoring and Student Support (ASPMSS) line item for
13out-of-school time for monitoring, administration, and
14technical assistance for after-school providers funded by the
15ASPMSS line item in the State Board of Education's budget
16proposal; and (ii) a line item equal to 4% of the ASPMSS line
17item for out-of-school time for grants to qualified, statewide,
18non-profit agencies to provide capacity building, system
19development, training, and professional development services.
20The State Board shall annually reassess these 2 additional line
21items to ensure they meet actual costs.
22    (b) The State Board of Education shall use the additional
23appropriations, if any, under subsection (a) of this Section to

1award grants to provide capacity building, system development,
2training, and professional development services to
3after-school programs that are determined by the State Board to
4be in the most need. Need must be determined by both the
5targeted population being served by the programs, as well as
6the capacity levels of the grantee organizations. Providers of
7capacity building services must (i) be knowledgeable about
8evidence-based, best practices in out-of-school time; (ii)
9assess the needs of funded agencies, including, but not limited
10to, organizational management; (iii) provide evidence of
11cultural competence; and (iv) use mechanisms for review of
12services by relevant stakeholders.
13    (c) The State Board of Education may adopt any rules
14necessary to implement this Section.
