SYNOPSIS AS INTRODUCED:
 
35 ILCS 200/3-70 new
35 ILCS 200/6-65 new

    Amends the Property Tax Code. Provides that (i) family members of the Cook County Assessor may not be hired by the office of the Cook County Assessor during the Assessor's term of office and (ii) family members of members of the Cook County Board of Review may not be hired by the Cook County Board of Review while the Board member is in office. Preempts the concurrent exercise of home rule powers. Effective immediately.

1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Property Tax Code is amended by adding
5Sections 3-70 and 6-65 as follows:
 
6    (35 ILCS 200/3-70 new)
7    Sec. 3-70. Cook County Assessor; family members. Family
8members of the Cook County Assessor may not be hired by the
9office of the Cook County Assessor during the Assessor's term
10of office. For purposes of this Section, "family member" means
11the Assessor's spouse, parent, grandparent, child, grandchild,
12aunt, uncle, niece, nephew, brother, sister, first cousin,
13brother-in-law, sister-in-law, mother-in-law, father-in-law,
14son-in-law, or daughter-in-law. A home rule unit may not
15regulate its employees in a manner that is inconsistent with
16this Section. This Section is a limitation under subsection (i)
17of Section 6 of Article VII of the Illinois Constitution on the
18concurrent exercise by home rule units of powers and functions
19exercised by the State.
