1 | | Section 15. Electric Vehicle Coordinator. The Governor |
2 | | shall appoint a person within the Department of Commerce and |
3 | | Economic Opportunity to serve as the Electric Vehicle |
4 | | Coordinator for the State of Illinois. This person may be an |
5 | | existing employee with other duties. The Coordinator shall act |
6 | | as a point person for electric vehicle related policies and |
7 | | activities in Illinois. |
8 | | Section 20. Electric vehicle advisory council. |
9 | | (a) There is created the Illinois Electric Vehicle Advisory |
10 | | Council. The Council shall investigate and recommend |
11 | | strategies that the Governor and the General Assembly may |
12 | | implement to promote the use of electric vehicles, including, |
13 | | but not limited to, potential infrastructure improvements, |
14 | | State and local regulatory streamlining, and changes to |
15 | | electric utility rates and tariffs. |
16 | | (b) The Council shall include all of the following members: |
17 | | (1) The Electric Vehicle Coordinator to serve as |
18 | | chairperson.

19 | | (2) Four members of the General Assembly, one appointed |
20 | | by the Speaker of the House of Representatives, one |
21 | | appointed by the Minority Leader of the House of |
22 | | Representatives, one appointed by the President of the |
23 | | Senate, and one appointed by the Minority Leader of the |
24 | | Senate.

25 | | (3) The Director of Commerce and Economic Opportunity |

1 | | or his or her designee.
|
2 | | (4) The Director of the Environmental Protection |
3 | | Agency or his or her designee.
|
4 | | (5) The Executive Director of the Illinois Commerce |
5 | | Commission or his or her designee. |
6 | | (6) The Secretary of the Illinois Department of |
7 | | Transportation or his or her designee. |
8 | | (7) Ten at-large members appointed by the Governor as |
9 | | follows: |
10 | | (A) two representatives of statewide environmental |
11 | | organizations;

12 | | (B) two representatives of national or regional |
13 | | environmental organizations;
|
14 | | (C) one representative of a nonprofit car-sharing |
15 | | organization;
|
16 | | (D) two representatives of automobile |
17 | | manufacturers;
|
18 | | (E) one representative of the City of Chicago;
and
|
19 | | (F) two representatives of electric utilities.
|
20 | | (c) The Council shall report its findings to the Governor |
21 | | and General Assembly by December 31, 2011. |
22 | | (d) The Department of Commerce and Economic Opportunity |
23 | | shall provide administrative and other support to the Council.

24 | | Section 99. Effective date. This Act takes effect upon |
25 | | becoming law.
