SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 2.5 new

    Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a Representative from serving more than 5 consecutive terms from the same Representative District. Prohibits a Senator from serving more than 3 consecutive terms from the same Legislative District. Prohibits a person who has served the maximum number of consecutive terms from serving another term in the same office from the same district until after the expiration of at least the next 2 terms. Effective upon being declared adopted, and applies to terms beginning on or after the second Wednesday in January 2011.

CONSTITUTIONAL AMENDMENT

 
3     RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
4 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5 CONCURRING HEREIN, that there shall be submitted to the
6 electors of the State for adoption or rejection at the general
7 election next occurring at least 6 months after the adoption of
8 this resolution a proposition to amend the Illinois
9 Constitution by adding Section 2.5 to Article IV as follows:

THE LEGISLATURE

12     (ILCON Art. IV, Sec. 2.5 new)
13 SECTION 2.5. TERM LIMITS
14     (a) A person may not serve more than 5 consecutive terms of
15 office as a Representative from the same Representative
16 District. A person who has served 5 consecutive terms of office
17 as a Representative from the same Representative District may
18 not serve another term of office as a Representative from that
19 Representative District until after the expiration of at least
20 the next 2 terms of the office of Representative from that
21 Representative District following the conclusion of the
22 person's fifth consecutive term.
23     (b) A person may not serve more than 3 consecutive terms of

1 office as a Senator from the same Legislative District. A
2 person who has served 3 consecutive terms of office as a
3 Senator from the same Legislative District may not serve
4 another term of office as a Senator from that Legislative
5 District until after the expiration of at least the next 2
6 terms of the office of Senator from that Legislative District
7 following the conclusion of the person's third consecutive
8 term.
9     (c) A person is considered to serve a term of office for
10 the purpose of this Section if the person is elected or
11 appointed to serve any portion of the term.

SCHEDULE
13     This Constitutional Amendment takes effect upon being
14 declared adopted in accordance with Section 7 of the Illinois
15 Constitutional Amendment Act and applies to terms of office
16 beginning on or after the second Wednesday in January 2011.
