SENATE JOINT RESOLUTION

 
2     WHEREAS, There is no official statewide data on the health
3 needs of our diverse student populations or the level of
4 services required to meet these needs in this State; and
 
5     WHEREAS, Unmet health needs interfere with a student's
6 ability to focus on learning and achieve his or her highest
7 potential; and
 
8     WHEREAS, It is our intent to ensure that students are
9 healthy and ready to learn and to provide health service
10 resources to enable all students to access education equally;
11 and
 
12     WHEREAS, It is also our intent to support and sustain the
13 healthy development of youth in partnership with parents,
14 schools, health care providers, community organizations, and
15 governmental agencies in keeping with the goals and objectives
16 of Healthy People 2010; therefore, be it
 
17     RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
18 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
19 CONCURRING HEREIN, that we respectfully request that the State
20 Board of Education, the Department of Human Services School
21 Health Program, and the Department of Public Health Division of

1 Chronic Disease Prevention and Control establish a task force
2 to study and compile a report on:
3         (1) Identification of current student health needs and
4     the level of health services required to address such
5     needs;
6         (2) Regulatory conflicts that limit delivery of school
7     health services to students in need along with possible
8     solutions; and
9         (3) Needed support for and monitoring of school health
10     services; and be it further
 
11     RESOLVED, That the task force shall consist of no more than
12 15 members appointed jointly by a working group of the three
13 State agencies; the task force shall include one member from
14 each of the agencies as well as additional members that shall
15 be selected by the working group from organizations
16 representing, at a minimum, the following interests: school
17 administrators, school board members, school nurses, nurses,
18 school health advocates, school health centers, physician
19 groups, teacher unions, and parents; additional members may be
20 determined at the discretion of the State agencies; and be it
21 further
 
22     RESOLVED, That the task force shall submit its report to
23 the General Assembly by January 1, 2010; and be it further

1     RESOLVED, That suitable copies of this resolution shall be
2 delivered to the State Superintendent of Education, the
3 Secretary of Human Services, and the Director of Public Health.
