AMENDMENT TO SENATE BILL 2218

2     AMENDMENT NO. ______. Amend Senate Bill 2218, AS AMENDED,
3 with reference to page and line numbers of House Amendment No.
4 2, on page 4, immediately below line 20, by inserting the
5 following:
 
 
6     "Section 5-23. The Department of Natural Resources
7 (Conservation) Law of the Civil Administrative Code of Illinois
8 is amended by changing Section 805-125 as follows:
 
9     (20 ILCS 805/805-125)  (was 20 ILCS 805/63b1)
10     Sec. 805-125. Agreements with federal agencies. The
11 Department has the power and authority to enter into agreements
12 with appropriate federal agencies in order to better effect
13 cooperative undertakings in the conservation, preservation,
14 distribution, and propagation of fish, mussels, frogs,
15 turtles, game, wild animals, wild fowls, birds, trees, plants,

1 and forests. The Department's agreements with the United States
2 government may include general indemnification provisions.

4 by replacing line 8 on page 13 through line 12 on page 15 with
5 the following:
 
 
6     (30 ILCS 105/6z-30)
7     Sec. 6z-30. University of Illinois Hospital Services Fund.
8     (a) The University of Illinois Hospital Services Fund is
9 created as a special fund in the State Treasury. The following
10 moneys shall be deposited into the Fund:
11         (1) As soon as possible after the beginning of each
12     fiscal year (starting in fiscal year 2010 1995), and in no
13     event later than July 30, the State Comptroller and the
14     State Treasurer shall automatically transfer $30,000,000
15     $44,700,000 from the General Revenue Fund to the University
16     of Illinois Hospital Services Fund.
17         (2) All intergovernmental transfer payments to the
18     Department of Healthcare and Family Services (formerly
19     Illinois Department of Public Aid) by the University of
20     Illinois made pursuant to an intergovernmental agreement
21     under subsection (b) or (c) of Section 5A-3 of the Illinois
22     Public Aid Code.
23         (3) All federal matching funds received by the

1     Department of Healthcare and Family Services (formerly
2     Illinois Department of Public Aid) as a result of
3     expenditures made by the Department that are attributable
4     to moneys that were deposited in the Fund.
5         (4) All other moneys received for the Fund from any
6     other source, including interest earned thereon.
7     (b) Moneys in the fund may be used by the Department of
8 Healthcare and Family Services (formerly Illinois Department
9 of Public Aid), subject to appropriation and to an interagency
10 agreement between that Department and the Board of Trustees of
11 the University of Illinois, to reimburse the University of
12 Illinois Hospital for hospital and pharmacy services, and to
13 reimburse practitioners as defined in Section 5-8 of the
14 Illinois Public Aid Code (305 ILCS 5/5-8) who are employed by
15 the University of Illinois, to reimburse other health care
16 facilities operated by the University of Illinois, and to pass
17 through to the University of Illinois federal financial
18 participation earned by the State as a result of expenditures
19 made by the University of Illinois. Hospital. The fund may also
20 be used to make monthly transfers to the General Revenue Fund
21 as provided in subsection (c).
22     (c) (Blank). The State Comptroller and State Treasurer
23 shall automatically transfer on the last day of each month
24 except June, beginning August 31, 1994, from the University of
25 Illinois Hospital Services Fund to the General Revenue Fund, an
26 amount determined and certified to the State Comptroller by the

1 Director of Healthcare and Family Services (formerly Director
2 of Public Aid), equal to the amount by which the balance in the
3 Fund exceeds the amount necessary to ensure timely payments to
4 the University of Illinois Hospital.
5     On June 30, 1995 and each June 30 thereafter, the State
6 Comptroller and State Treasurer shall automatically transfer
7 the entire balance in the University of Illinois Hospital
8 Services Fund to the General Revenue Fund.
