SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/5-5.4d new
305 ILCS 5/5-5.4e new
305 ILCS 5/5-5.4f new
305 ILCS 5/5-5.4g new

    Amends the Illinois Public Aid Code. Provides that for child care institutions, group homes, facilities licensed by the Department of Public Health under the Nursing Home Care Act as Intermediate Care for the Developmentally Disabled facilities, or facilities licensed by the Department of Human Services under the Community-Integrated Living Arrangements Licensure and Certification Act, in any calendar year in which there is a cost-of-living increase in federal Supplemental Security Income benefits or Social Security Administration payments, the Department of Healthcare and Family Services (and the Department of Children and Family Services, in the case of child care institutions and group homes) shall increase the Medicaid per diem rate paid to those facilities by an amount equal to the total amount of the increase in Supplemental Security Income benefits or Social Security Administration payments. Effective immediately.

1     AN ACT concerning public aid.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Public Aid Code is amended by
5 adding Sections 5-5.4d, 5-5.4e, 5-5.4f, and 5-5.4g as follows:
 
6     (305 ILCS 5/5-5.4d new)
7     Sec. 5-5.4d. Child care institutions; pass-through of SSI
8 or Social Security increase. For facilities licensed by the
9 Department of Children and Family Services as child care
10 institutions under the Child Care Act of 1969, in any calendar
11 year in which there is a cost-of-living increase in federal
12 Supplemental Security Income benefits or Social Security
13 Administration payments, the Department of Children and Family
14 Services and the Department of Healthcare and Family Services
15 shall increase the per diem rate paid to those facilities under
16 this Article by an amount equal to the total amount of the
17 increase in Supplemental Security Income benefits or Social
18 Security Administration Payments.

10     Section 99. Effective date. This Act takes effect upon
11 becoming law.
